Background:

In Somalia and Somaliland FCA has been working under a right to peace thematic areas since 2008 including governance and reconciliation projects and later has expanded in quality education (R2QE) thematic area.
Primary purpose of the position:
- Manage the planning, coordination, implementation, monitoring, and reporting of the programmatic areas on reconciliation, under the purview of the MIDEEYE project, supporting national reconciliation and local governance in Somalia.
- Act as coordination point for day-to-day work between the two implementing partners FCA SOCO and The Network for Religious and Traditional Peacemakers.
Responsibilities
- Manage the planning, budgeting, implementation, monitoring and reporting (internal and external) of the programmatic areas pertaining to national reconciliation, under the purview of the MIDEEYE project, funded by the Ministry for Foreign Affairs of Finland. Programmatic management should be done in support of the National Reconciliation Framework (NRF);
- Support and coordinate closely with the MIDEEYE project manager and other project staff members, in the management of above programmatic areas of the project;
- Prepare concept notes, budgets and donor reports, linked to the project; pprepare modification requests and work plans, as required, monitor their implementation and produce timely reports to the donor;
- Liaise and coordinate with government authorities at both federal and federal members state-level, in regard to the implementation of the project, and in particular the National Reconciliation Framework (NRF);
- Plan and participate in the monitoring of field activities, inclusive of travel within the country, together with the MEAL team.
- Participate actively and engage in the preparation and coordination of meetings relevant to the project, including the internal project management team meetings.
- Work in close collaboration with FCA’s finance, procurement, and human resources departments in the management of the project, including in assurance of contractual compliance in implementation.
- Prepare and update project procurement plans and oversee procurement processes together with SOCO procurement committees and relevant staff members.
- Plan for and monitor implementation by partners and service providers, inclusive of assurance of contractual compliance and adherence to FCA rules and procedures; this comprises providing both programmatic and administrative guidance to implementing partners as required, for high quality and compliant implementation.
- Coordinate and liaise with international and local actors implementing peacebuilding and reconciliation related programmes in Somalia.
- Support in fundraising and development and writing of project proposals as pertains to another project on reconciliation;
- Support with other tasks as necessary
Skills and qualifications
Competence, experience, skills, knowledge needed
- Master degree in Peacebuilding and conflict resolution, development studies, international relations, or similar fields
- Minimum of 3-5 years working experience in development aid and/or peacebuilding
- Proven strong project management skills and knowledge about the Project Cycle Management
- Experience in procurement and financial management of projects
- Proven ability to work independently and in co-operation with others in international and Somali context; particularly previous interaction and knowledge of collaboration with MoIFAR and other Government institutions is an asset
- Strong knowledge of the Somali context, culture and peacebuilding and reconciliation programmes in the country
- Excellent understanding of the National Reconciliation Process in Somalia and the government frameworks and strategies on peacebuilding
- Good understanding of the Somalia government structure, existing networks at national, FMS and district level and with civil society actors
- Excellent communications and teamwork skills and solution-oriented thinking
- Proficiency in English and in Somali (oral and written)
- Ability to work in a high risk security area
