    Terms of Reference (ToR) - Team Leader                                                     

    Position: Team Leader

    Location: Mogadishu, Somalia.

    Duration: 12 Months with Possible Extension.

    Introduction.

    In the recent years Somalia has experienced recurrent drought because of poor rains in the subsequent years that has threatened the livelihoods of the pastoralist and the farmers in the country. In response to these critical circumstances, the Somalia Resilience Program (SomRep) has initiated the Riverine & Pastoral Food System Strengthening (RFSS) project, generously funded by the European Union. This multifaceted project combines both infrastructural and adaptive measures, aimed at mitigating risk, enhancing food production, and bolstering market access for agricultural communities of five districts in Somalia (Luuq, Dolow, Bulo Burte, Jowhar and Afgoye). The M-Dalag Platform Developed by Shaqodoon Organization aims to connect market hundreds of thousands of farmers. This initiative aligns our commitment to explore and implement ag-tech solutions in Somalia.

    Shaqodoon Organization is currently seeking a dynamic Team Leader who will serve as the central coordinator responsible for overseeing the comprehensive implementation of the M-Dalag project. The Team Leader will play a pivotal role in overseeing and managing the implementation of the M-Dalag project. This leadership position is responsible for coordinating project activities, ensuring the achievement of project goals, and fostering effective collaboration among team members and stakeholders.

    Key Responsibilities.

           Develop a comprehensive project plan and strategy in collaboration with project stakeholders.

           Define clear project objectives, milestones, and deliverables.

           Lead and supervise project team members, ensuring their effective performance and alignment with project goals.

           Foster a collaborative and productive team environment.

           Manage project resources, including equipment, and human resources.

           Ensure the efficient allocation and utilization of project resources.

           Establish and maintain strong relationships with project partners, government agencies, NGOs, and other stakeholders.

           Act as the primary point of contact for project coordination and communication.

           Oversee the execution of project activities, including farmer registration, data collection, platform deployment, and training.

           Ensure that project activities are carried out according to the established plan and timelines.

           Implement quality control measures to monitor and maintain the quality and accuracy of project outputs and data collected.

           Conduct regular reviews and assessments to identify areas for improvement.

           Prepare and submit comprehensive project progress reports to project funders and management.

           Maintain accurate project documentation, including Quarterly reports, and records.

           Identify potential risks and challenges that may impact project implementation.

           Develop and implement risk mitigation strategies as needed.

    Skills and Qualifications

    Qualifications and Experience.       

           A bachelor's or master's degree in a relevant field (e.g., agriculture, project management, business administration).

           Proven experience in project management, including leadership roles in similar projects.

           Strong knowledge of agriculture and rural development.

           Excellent leadership, communication, and interpersonal skills.

           Proficiency in project management tools and software.

           Ability to work effectively in a team and independently.

           Understanding the Local Context, Especially South-central Somalia.

    Reporting.

    The Team Leader will report directly to Shaqodoon Regional Coordinator and will collaborate closely with project stakeholders, including government agencies, NGOs, and partner organizations.

    Duration and Remuneration.

    This position is a full-time position and project based. The remuneration package will be competitive and commensurate with qualifications and experience.
