    About the Central Bank of Somalia (CBS)

    The Central Bank of Somalia was established in 1968 as the country’s financial regulatory institution. After years of insecurity, fragility, and economic decline due to the collapse of the state in 1991, The Central Bank was revived and strengthened with the CBS Act of 2011. The Act laid a new foundation to regulate and boost the country’s finance sector and facilitate economic growth.

    1- Role

    The IT division of the central bank is a critical component of the organization that is responsible for ensuring the smooth and efficient functioning of the bank's information technology systems. The division is responsible for the implementation, maintenance, and management of the bank's technology infrastructure and for providing technology support to all areas of the bank. The primary responsibilities of the IT division include the development, implementation, and maintenance of the bank's computer systems, networks, and software applications. This includes the implementation of hardware and software upgrades, the management of software licenses, and the maintenance of hardware and software security. The IT division also plays a critical role in ensuring the security and protection of the bank's information technology systems. Overall, the IT division of the central bank plays a critical role in the bank's operations, providing essential technological support to all areas of the organization and ensuring the security and protection of its information technology systems.

    The Central Bank of Somalia is looking for a Database Administrator with extensive knowledge and expertise to join our prestigious and esteemed institution (the Central Bank of Somalia). You will be essential to ensuring the effective and secure operation of our extensive data systems as the database administrator. With your knowledge, you will help ensure that our vital financial infrastructure runs smoothly. Strong analytical skills, strict attention to detail, and a thorough understanding of database administration principles are essential for this position. This position requires a strong aptitude for complex problem-solving, meticulous attention to detail, and a profound understanding of database management principles.

    2-  General Description

    The Oracle DBA will be responsible for the design, installation, configuration, and maintenance of the central bank's Oracle databases. This includes ensuring the availability, reliability, and performance of the databases, as well as maintaining the security and integrity of the data.

    The Database Administrator of CBS will be responsible for overseeing the design, implementation, and maintenance of our central bank's database systems. You will collaborate with cross-functional teams to ensure data integrity, optimize database performance, and safeguard the confidentiality of sensitive information. Additionally, you will provide technical guidance and support to other CBS Departments on issues related to database administration, fostering a culture of continuous improvement and knowledge sharing.

    3-   Duties and Responsibilities

    • Design and implement Oracle databases to meet the central bank's business and technical requirements.
    • Installation, configuration, and maintenance of Oracle database systems, including Oracle RAC, Oracle Data Guard, and Oracle GoldenGate.
    • Managing database security, including user access and permissions, data encryption, and security patches.
    • Design and maintain the physical database structures, including tables, indexes, and views, to optimize performance and storage efficiency.
    • Monitor and optimize database performance, troubleshoot and resolve issues, and implement performance tuning techniques.
    • Troubleshoot and resolve database-related issues promptly, minimizing downtime and impact on business operations.
    • Implementing and maintaining backups, disaster recovery plans, and testing procedures to ensure data integrity and availability.
    • Conduct database capacity planning to anticipate future storage requirements and proactively optimize resource utilization.
    • Providing support and troubleshooting assistance to other IT divisions and end-users.
    • Participate in disaster recovery drills and provide support during actual incidents to restore database functionality.
    • Work with the central bank's IT team to develop and implement disaster recovery plans
    • Participating in the design and implementation of new projects and updates, including the migration of existing data to new systems.
    • Collaborate with application developers and system administrators to ensure seamless integration between applications and databases.
    • Keeping current with the latest Oracle database technologies and best practices.
    • Collaborate with developers, system administrators, and other stakeholders to ensure the smooth operation of the central bank's systems.
    • Stay current with new developments in Oracle and related technologies and recommend upgrades and other changes as needed.
    • Other job-related duties as may assigned by his/her immediate supervisor.

     

    Skills and Qualifications

    Education:

    • The ideal candidate for this position must have a bachelor’s degree in computer science and Information Technology (IT).
    • Must be an oracle Certified Professional (OCP).
    • Must have experience in a Core-banking system and ERP (EBS) system.

    Experience:

    • 3 years of experience as an Oracle DBA preferable in financial sector.
    • Proven experience managing enterprise-level databases such as Oracle.
    • Strong knowledge of Oracle databases, including installation, configuration, and performance tuning
    • Experience with Oracle RAC and Data Guard is an added advantage.
    • Strong understanding of database security and data integrity best practices
    • Experience with backup and recovery procedures
    • Have Knowledge in EBS apps DBA.
    • Experience with Linux/Unix operating systems.
    • Strong understanding of database security principles and best practices.

    Language:

    • Operationally fluent in both Somali and English.

    Computer Skills:

    Proficiency in SQL and scripting languages used for database administration tasks.

    In-depth knowledge of database management systems, including installation, configuration, and maintenance.

    Familiarity with database monitoring and diagnostic tools. Strong understanding of backup and recovery strategies.

    Experience with high availability and disaster recovery solutions.

    5-   Functional and Organizational Skills

    Excellent communication and collaboration skills. Ability to work independently and as part of a team.

    Strong analytical and problem-solving abilities with the capability to identify and resolve complex database issues.

    Comprehensive documentation of database configurations, processes, and procedures. Timely resolution of database-related issues and incidents, minimizing disruption to

    business operations.

    Regular performance monitoring reports and recommendations for improvement. Successful implementation of database-related projects and initiatives.

    Compliance with regulatory requirements and adherence to best practices in database administration.
