Job Title: Programme Policy Officer - Social Protection – NOA
Contract Type/Grade: NOA, Fixed Term.
Duty Station: Mogadishu
Contract Duration: 12 months-Renewable.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)
• Support the implementation of WFP’s social protection and shock-responsive programmes by providing day-to-day operational assistance to ensure activities are delivered in accordance with agreed plans and timelines.
• Support the alignment of WFP’s Shock Responsive Social Protection (SRSP) activities with national contingency plans and early warning sys-tems to enable timely and predictable assistance during crises.
• Liaise regularly with government institutions and implementing partners on planning, implementation, and follow-up of joint social protection activities.
• Participate in needs assessments, situation analyses, and beneficiary targeting processes to support the design of context-appropriate inter-ventions.
• Provide operational support in the rollout of delivery mechanisms, including registration, cash-based transfers and digital solutions for social protection programming.
• Assist in the implementation of vertical or horizontal expansion of social protection programmes in response to shocks (e.g. adding new bene-ficiaries or increasing transfer values).
• Support the field testing and rollout of SRSP tools such as trigger mechanisms, registries, or risk-informed targeting protocols
• Conduct regular field visits to monitor programme quality, gather feedback, and identify operational bottlenecks.
• Flag issues to relevant technical units at CO and collaborate with PMLE and other units to address identified gaps.
• Contribute to contextualizing tools and guidance for field use based on lessons learned and operational realities.
• Support the integration of social protection activities with other programme streams such as crisis response, nutrition, school feeding, resili-ence, and livelihoods, where relevant.
• Facilitate coordination with other units such as VAM, CBT, Emergency, and Food Systems to ensure coherence and mutual reinforcement.
• Identify opportunities to contribute to adaptive programming based on assessments, needs and government priorities.
• Maintain close working relationships with relevant ministries, and development partners involved in social protection.
• Participate in national and sub-national coordination platforms, technical working groups, and joint planning meetings related to social pro-tection and humanitarian assistance.
• Facilitate coordination with government counterparts and other partners at national and sub-national levels to strengthen the implementa-tion of social protection activities, including regular dialogue, joint planning, and follow-up actions
• Ensure timely and accurate collection, entry, and validation of programme data using corporate tools and systems.
• Track and analyze key programme indicators, disaggregated by gender and other relevant criteria, to inform programme adjustments.
• Contribute to after-action reviews and evaluations of Social Protection programmes and SRSP responses to inform system improvements.
• Support the documentation of lessons learned, good practices, and innovations.
• Contribute to the drafting of monthly and quarterly reports, updates, and donor reports by providing accurate data, implementation status, and insights.
• Maintain up-to-date records of programme activities, beneficiaries, and partner performance.
• Participate in the preparation of annual work plans, budgets, and resource requirements for quality delivery and implementation.
• Ensure that reporting is aligned with donor and WFP requirements and supports programme visibility and accountability.
• Perform any other duties as required.
Skills and qualifications
Education: Advanced University degree in International Affairs, Economics, Social Sciences, Disaster Risk Management or other relevant fields OR First University degree with additional years of relevant experience.
Experience: At least one (1) year of relevant experience with advanced University Degree OR First University Degree with a minimum of three (3) or more years of relevant in humanitarian or development programming.
Language: Fluent knowledge (Proficiency/level C) of English and Somali language.
Knowledge & Skills:
• Excellent understanding of shock-responsive social protection disaster risk management and/or anticipatory action
• Demonstrated knowledge on capacity strengthening to government, formulation and implementation of strategies.
• Proven ability to work under pressure and independently on technical matters with minimum supervision.
• Excellent writing and communications skills in English, and ability to produce quality documents and written output.
• Knowledge and experience in WFP interventions in Somalia is a plus.
