Job Title: Technical Lead- SSCR (Systems Strengthening and Climate Resilience)
Reports to: Programme Coordinator – Durable Solutions
Terms: Fixed term contract.
Salary: GB 5 Step 1
Requirements: This position is based in Concern’s Mogadishu office and involves frequent travel and
substantial support to Concern programme locations across Somalia

Role Purpose: The Technical Lead – Systems Strengthening and Climate Resilience is responsible for
strengthening systems that enable durable solutions for Displacement Affected Communities
(DACs). The focus is on enhancing municipal and sectoral capacities, facilitating inclusive
community engagement, and integrating climate resilience, livelihoods and basic services
within sustainable infrastructure programming. The position contributes to the strategic
objectives of KOBAC programme through multi-sectoral coordination, technical leadership,
and support to partners, government counterparts, and community structures.
Responsibilities
Technical Leadership and Support on Implementation
Provide structured technical support to municipalities and district authorities, including development of
agendas, facilitation tools, Standard Operating Procedures (SOPs), and coaching facilitation on inclusive,
participatory and conflict-sensitive practices.
Support Integration of Disaster Risk Reduction (DRR) and climate resilience components into existing training
manuals, including practical tools for risk assessment, mitigation planning and emergency preparedness.
Review and support District government to align existing District Development Plans with the National
Solutions Pathways Action Plan (NSPAP), adopting a whole systems approach that integrates hard, soft,
green and grey solutions.
Oversee implementation of sustainable urban infrastructure interventions, including green urban
infrastructure through public-private partnerships (PPP) and community contracting approaches.
Ensure all green urban infrastructure designs have clear operation and maintenance (O&M) feasibility, with
preference for O&M arrangements, with linkages to displacement affected communities (DACs) livelihood
opportunity.
Technical Lead – SSCR
Strengthen system-based design approaches by ensuring infrastructure planning explicitly links livelihoods,
service delivery, and long-term O&M responsibilities.
Support community-based activities that reinforce system-wide sustainability of urban infrastructure and
promote stakeholder engagement, including DACs and host communities.
Facilitate the integration of communal and household perma-gardens into settlement designs using resiliencebased design approaches (including water diversion, contour earthworks, and climate-smart land use) to
promote food security and income diversification.
Promote regenerative, small-plot perma-gardening suitable for dense urban contexts, building on IDPs rural
skills to enhance food security, income generation, and social cohesion.
Support group-based enterprise development, particularly for women and youth including alternative
financing for community health workers.
Map and establish referral mechanisms with existing TVET and livelihood programmes including the EUfunded Green TVET Action and the World Bank-funded Raja Kaab projects in the area.
Capacity Strengthening and Enhancement.
Enhance relevant stakeholders’ capacities to ensuring community action planning (CAP) processes are
conducted in a fashion that can meaningfully engage DACs under government leadership, and therefore
accountability.
Contribute to the durable solutions technical assistance to Afgoye Municipal departments and relevant
government line ministries.
Strengthen SHGs and CLAs to build social capital, strengthen mutual support networks, and improve financial
resilience to shock.
Support a two-way platform expo enabling DACs to engage with Financial Service Providers (FSPs) access
pro-poor financial products and receive hands-on support for to accounts opening and loan applications
processes.
Ensure DAC residents are engaged and capacitated in appropriate livelihood pathways linked to urban
infrastructure, services, and O&M opportunities.
Support CLAs as platforms for SHGs to expand business networks, link value chains, and improve access to
formal financial services.
Coordination, Representation and Networking
Facilitate and support local-level Durable Solutions Technical Working Groups (TWGs) and municipal
coordination and monitoring mechanisms.
Liaise with line ministry representatives and Afgoye municipality to strengthen collaboration and represent
KOBAC Programme priorities at various level of authorities in Afgoye/SWS
Support project teams to plan and implement activities by coordinating closely with humanitarian and
development actors in the same operational areas, with a specific focus on aligning KOBAC interventions
with Durable Solutions and Resilience Programme actors to strengthen complementarity and synergies.
Support robust coordination mechanisms for quarterly coordination meetings and annual joint monitoring
exercises led by the Ministry of Education, Culture, and Higher Education (MoECHE).
Facilitate multi-sectoral engagement with relevant line ministries, municipalities, private sector actors,
financial service providers to ensure development plans reflect community priorities, climate risks, and
displacement dynamics.
Advocate for vocational training content aligned with KOBAC’s infrastructure O&M needs fostering TVET as a
key private sector contribution to PPP-based infrastructure models.
Regular engagement with Local Implementing Partner NGO, Local Government and Government Line
Ministries.
Monitoring, Accountability and Learning
Support biannual municipal-led community engagement processes and ensure that DAC inputs are
documented, analysed and integrated into municipal planning processes
Support Community Health Committees (CHCs) and Facility Management Committees (FMCs) with capacitybuilding on community engagement, facility oversight, financial management, and coordination with health
authorities
Contribute to biannual joint planning and review meetings between CHCs, FMCs, District Health
Management Teams (DHMTs), and Ministry of Health (MoH) representatives to promote shared learning,
data use, and accountability.
Provide regular on-site mentorship, supportive supervision and structured review processes to document
lessons learned and strengthen health systems for contextual adaptation and scale-up.
Support DAC fora established under the BREACH project by facilitating access to civil society registration,
mentorship, and need-based training packages
Actively contribute to coordination and learning platforms by sharing timely contextual insights,
implementation updates, and key lessons from KOBAC activities in Afgoye, Southwest State, to support
collective learning and informed programme adaptation.
General and other duties:
Contribute to emergency response action when requested to do so by the Programme Manager and
Programme Coordinator.
Assist design and ensure application of donor and Concern visibility compliance to guideline and standards
Ensure that all partner relationships are managed effectively, in line with Concern Somalia’s Partnership
Policy.
Work in an interactive and coordinated manner with the other Concern staff and identify and encourage
synergies within and across programs to achieve an integrated approach that supports the overall country
strategy.
Ensure that all crosscutting issues are well understood by the partners and mainstreamed into program
activities; equality (especially gender, inclusion, conflict sensitivity, DRR, environment, etc.
Monitoring of security incidents and dynamics and provide regular contextual updates including security
updates with oversight roles of security SOPs at field level
Any other ad hoc duties as may be assigned by the Durable Solutions Programme Coordinator that are
consistent with the nature of Concern’s work.
Accountability:
In line with Concern’s commitments under the Core Humanitarian Standard (CHS):
Actively promote meaningful community participation and consultation at all stages of the project cycle
(planning, implementation, and M&E).
Assist in ensuring that beneficiaries are aware of Concern and partners’ code of conduct and associated
policies, and that they have access to feedback mechanisms (FCRM) and response is given within
appropriate time periods.
All staff are responsible for upholding and promoting Concern’s values, demonstrating leadership on
workplace equality, diversity and inclusion, and role modelling a positive safeguarding ethos.
All managers are required to actively participate in any emergency response as and when required.
Skills and qualifications
Role Holder Requirements: (Essentials):
Education:
Degree in environmental science, Climate Resilience, Agriculture and Natural Resource Management
(NRM), Disaster Risk Reduction/Management (DRR/M), Development Studies, or a related technical
field; a Master’s degree is an advantage.
Experience:
Minimum of four to Six years’ experience in humanitarian and/or development programmes.
Proven one year management experience working with and through partners in coordination and support
roles.
Demonstrated experience in participatory methodologies, including participatory assessments, communitybased approaches, and participatory monitoring tools.
Experience leading diverse, multi-sectoral teams within integrated programmes.
Strong contextual knowledge, including understanding of security dynamics (an added advantage).
Minimum of five years’ experience in humanitarian and/or development programmes.
Proven experience working with and through partners in coordination and support roles.
Demonstrated experience in participatory methodologies, including participatory assessments, communitybased approaches, and participatory monitoring tools.
Experience leading diverse, multi-sectoral teams within integrated programmes.
Strong contextual knowledge, including understanding of security dynamics (an added advantage).
Skills and Competencies:
