For every child, protection

UNICEF Somalia Completed a survey on a ready-to-use therapeutic food (RUTF) Leakage and Misuse in Somalia. In response to the spotted sale of RUTF in the markets, UNICEF implemented targeted strategies in 2023 that included reduction of RUTF distribution from one carton to 0.8 cartons per child, based on the evidence of RUTF consumption and in keeping with the standard treatment protocol. In addition, the extra 10 per cent buffer supply given to partners was minimized. UNICEF also shifted to only give RUTF supplies to partners with signed agreements, thus increasing accountability. Furthermore, a digital solution is planned to be rolled out in 2024 to increase partner capacity in supply management. This initiative is set to significantly enhance UNICEF's efforts to scale-up the monitoring of supply distributions at the beneficiary level ensuring accurate data records.Last Mile Supply Monitoring (LMSM) digital solution will provide an opportunity to extend The UNICEF visibility to the last mile, reliability of supply data, strengthen programme implementation and enable end user monitoring (EUM), close the gap in data visibility between the handover of supplies to intended beneficiaries via UNICEF’s implementing partners. LMSM is a user-friendly solution that focuses on a standard process, relies on automation and near real-time access to information and will provide a solution for partners to use in their own supply chain to make last mile data available for simplified reporting on supplies utilization to UNICEF.

PURPOSEThe selected Candidate (P3, TA), under the direct supervision of the Logistics Specialist, will support the Implementation of the LMSM solutions in Somalia mainly focusing on Central South Region, covering the 5 States of Benadir, Jubaland, Southwest, Hirshabelle and Galmudug and ensure that all partners are trained and accompanied throughout the year to enhance their capacity in utilization of the LMSM solution. The Supply Strengthening Specialist, P3 will work closely on a day-to-day basis, with the Supply and Logistics team and will be directly supervised by the Logistics Specialist.

MAIN DUTIES AND RESPONSIBILITIES

Support the full-scale implementation for Last Mile Supply Monitoring digital solution:

  • Act as UNICEF focal point for the LMSM implementation, responsible for the coordination of the LMSM activities, information, and reporting.
  • Responsible for LMSM planning and implementation through coordination with programme/implementing partners, and field offices.
  • Participate in the preparation of the digitalization presentations for fund raising to the donors.
  • Support the roll out of the LMSM entirely in central south zone, Puntland, and Somaliland.

Ensure effective technical support during the LMSM implementation.

  • Provide technical support to country office and implementing partners during implementation phases.
  • Troubleshoot and resolve system-related issues promptly in coordination with Supply division, Copenhagen.
  • Collaborate with the last mile project team and IPs to address technical challenges.

Provide LMSM Numerators/assessors training and provide regular support for the system users.

  • Develop comprehensive training plans for Numerators/assessors and administrators.
  • Develop training materials and documentation to facilitate Numerators/assessors understanding.
  • Conduct LMSM training sessions for Numerators/assessors on system functionalities.
  • Provide ongoing support and resources for Numerators/assessors during the implementation.
  • Undertake field visits to check with implementing partners system performance and issues.

Develop LMSM system documentation and reporting:

  • Contribute to the development of system documentation.
  • Create user guides, FAQ, and troubleshooting manuals.
  • Establish the LMSM frequency and monitor the system’s performance.

Conduct system monitoring for enhancement purposes:

  • Monitor the system and LMSM solution use performance.
  • Identity and address any system and user performance issues or bottlenecks.
  • Monitor the supply chain workstreams through regular monitoring of the LMSM Dashboards and sharing analysis reports with the Logistics Specialist and report on any red flags for further action.
  • Coordinate with country office and supply division team on system issues.

Collaboration and partnership:

  • Coordinate with programme and government on comprehensive digitalization LMSM initiative.
  • Provide advice to all stakeholders involved in supply chain management system strengthening projects and training.
  • Contribute to the development of capacity building training materials and plans and undertake the training to enhance and strengthen government and partner supply chains.
  • Develop and coordinate the logistics capacity assessments and end-user monitoring activities at Partner and Government warehouses up to the facility level and share reports with the Logistics Specialist for further action.
  • Work closely with the Logistics Specialist on Pillar 3 of the Aid Diversion Work Plan Implementation.

Skills and qualifications

The following minimum requirements:

• Education: An advanced university degree (equivalent to a Master’s) from an accredited institution is required in information technology, computer science, or supply chain management is required. An educational background in relevant areas such as supply chain management system strengthening is also desirable.
• Work Experience: At least (5) years of relevant work experience in system implementation and support for digitalization projects is required. Candidates should demonstrate a strong understanding of supply chain management, logistics transportation management, and information management processes. Experience in emergency duty station, supply chain management, logistics, information management, and system strengthening, or related fields, is preferred.

• Skills: 

a) Specific Technical Knowledge RequiredProficiency in MS Excel, PowerPoint, and Word, standard technical knowledge (database management and analysis, monitoring processes and tools and use ODK/Kobo collect, Power BI)b) Common Technical Knowledge Required (for the job group)Knowledge of troubleshooting basic programing concepts, backup recovery hardware knowledge, communication skills, 

Language Requirements: Fluency in English is required.

The following desirables:

  • Developing country work experience and/or familiarity with emergency
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language.
