Organizational Setting
The key mission of the FAO Representation in Somalia, which is led by the FAO Representative (FAOR), is to assist and support the national government in developing policies, strategies and programme aimed at accelerating the implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and strategic objectives.
More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, ensuring the sustainable use of environmental and natural resources and responding to recurrent emergencies.
The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.
Reporting Lines
Under the overall supervision of the FAO Somalia Country Representative, the direct supervision of the Monitoring and Evaluation Officer, the Food Security and Agricultural Livelihoods Assessment Specialist will:
Technical Focus
The incumbent will be responsible for development of sample design (includes methodology, work plan, tools, scope, and sample size as well as coordination of CO and External SPs for data collection and quality checks.
Tasks and Responsibilities
• Regularly liaise with the country management team and the regional assessment advisors on the progress of the monitoring exercise and the alignment with strategic, technical, and operational requirements.
• Coordinate with national stakeholders (government, UN Agencies, NGOs, food security cluster) involved in food security and livelihoods assessments or surveillance and promote multi-actors’ initiatives.
• Contribute to advising and strengthening the capacity of the Ministry of Agriculture and local surveillance systems.
• Monitor the publication of Food Security and Agriculture Livelihood related studies and data produced by other stakeholders in the country to enrich DIEM reports.
• Collect baseline and secondary data to enable comparisons and triangulation. Secondary data can refer to food prices monitoring, agricultural inputs prices monitoring, international trade figures, food security outcomes, containment measures, social protection measures, remote-sensing-based seasonal monitoring etc.
• Define survey objectives and areas of interest based on information gaps and programmatic needs.
• Assist in the choice of data collection modalities (Computer-Assisted Telephone Interviews, web surveys, or face-to-face) and interfaces (international service provider, local partner, in-house call center, etc.).
• Search for existing sampling frames and consolidate lists of respondents with phone numbers.
• Assist in the adaptation of generic questionnaires to context-specific circumstances and objectives.
• Contribute to the programming of tools (take the lead in case of Kobo / ODK interface).
• Develop training materials and participate to enumerator training sessions.
• Communicate with relevant authorities on the implementation of the surveys.
• Conduct additional semi-structured interviews with key informants to dig for specific issues, as needed.
• Contribute to the analysis and interpretation of collected data.
• Discuss and validate the results with the global assessment team, regional offices, and hubs, GIEWS and any other relevant FAO units.
• Help draft and review monitoring reports and visual products (e.g., dashboards), using standard templates.
• Communicate assessment findings and reports to other actors, through Food Security Clusters for instance.
• Contribute to Shocks response and programme design as requested.
• Participate to IPC or Harmonized Framework analyses.
• Contribute to forward-planning and scenario building exercises, as requested.
• Coordinate the realization of the assessment outputs of the TCP-Emergency projects.
• Contribute to FAO corporate learning processes and documentation about DIEM (Data in Emergencies) assessments.
• Support data collection and needs assessment activities for other major crises or disasters occurring in supported countries.
• Support the Country Office M&E Unit in collecting, analyzing, and reporting programme/projects monitoring data.
• Review back-to-office reports of M&E Analysts and provide feedback.
• Assist in designing of M&E studies, with special focus on developing data collection tools, methodologies, and quality assurance processes.
• Coordinate and spearhead awareness raising and dissemination meetings with FAO Country Office and external stakeholders on DIEM process and products as well collect feedback on the existing gaps.
• Work with the regional advisor in the Mapping of existing opportunities of partnerships on impact/monitoring assessments including financial and technical opportunities.
• Perform any other related duties as required.
Skills and qualifications
Minimum Requirements
• Advanced University degree in Agricultural Economics or in a related field.
• At least 5 years’ of relevant experience.
• Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the local language(s) is required.

• Experience in Strategic dissemination of survey outputs (reports, dashboards etc.) are shared with the appropriate audiences.
• Experience in Consolidation of DIEM feedback and gaps identified on process and products.
