Overview of position

  • Since the formation of the FGS, the country has made significant progress towards restoring peace & security. However, significant destabilizing factors remain. These include, most notably, the extant presence of violent extremist group Al-Shabaab, particularly in rural areas, recurrent & unresolved clan, land & resource based conflicts, weak & nascent institutions & the internal displacement of more than 2 million individuals. Whilst the transition, recovery & development needs of Somalia, after almost 3 decades of civic conflict & violent extremism remain a long term, if not generational process, such progress will be unachievable in the absence of solid foundations for peace & security, particularly at community levels. 

  • Within this context, our client is building on its existing stabilization programming & will be working further to support stabilization efforts in newly recovered, unstable & fragile areas in South & Central Somalia, Hirshabelle, Galmudug, Jubaland, South West State & Banadir Regional Administration through our clients EU funded stabilization program, locally named Daryeel. The program harnesses the stabilization gains made by previous stabilization programs (EU IcSP Phase I & SSI) by our client & aims to contribute to stabilization efforts in Somalia through creating conditions for restoring trust among communities & between communities & local leadership, thereby rebuilding the social contract between Somali citizens & state institutions & providing a bridge to longer term development interventions. 

  • Under the overall supervision of the Knowledge Management & Research Program Officer & the direct supervision of the National Program Officer (MEAL), the successful candidate will be responsible for contributing to the formulation & implementation of the programs M&E plan & community stabilization CBI activities, working closely with the various project officers to coordinate & plan activities.

Role objectives

  • Assist in developing project monitoring plans, M&E TORs & operational monitoring tools (e.g., checklists, questionnaires, interviews & survey forms, etc.) with clear & concise roles, timelines & targets.

  • Assist in the coordination of data collection through household surveys, KII's & FGD's in timely manner & assist in translating data collection tools including post intervention monitoring tools, baseline, mid term, end line, impact evaluation methodologies from English to Somali.

  • Under supervision of National Program Officer (MEAL), coordinate M&E field activities (baseline, mid term, end line, PIMs, impact evaluation), collect information, analyse findings & share lessons learned feedback into programming.

  • Participate in strengthening existing M&E as well as CBI systems for the projects & keep records of the documents in accordance with the data management system, organizing & uploading the documents into SharePoint accordingly the data management system & present when required.

  • Support the implementation of an effective system for assessing the validity of M&E data through a review of activities, completed monitoring forms / databases & a review of aggregate level statistics reported. 

  • Conduct periodic field monitoring visits to maintain current information for accurate documentation & reporting, coordinate logistics & play a key role in all internal & external assessments.

  • Be up to date with mobile data collection tool & other new technologies, including development of mobile data collection forms in KOBO, ONA / ODK or other similar digital data collection methods, including tools for community response & feedback mechanism & CBI tools.

  • Collect, analyse & present relevant information & support in the project reporting by closely coordinating with project teams & focal persons to assist the program implementation teams provide timely & accurate reports & develop forms that harmonize between field needs & database reporting.

  • Work closely with the project staff to ensure that accurate & concise success stories / human interest stories are documented & lessons learned from project evaluations are recorded properly & shared with the program teams on time

  • Assist TRU unit in drafting lessons learned from program findings & communicating results to other teams to enable adapting activities.

  • Follow up with the program staff & the engineers in the submission and updating the TRU construction as well as indicator tracking matrices.

  • Contribute to the design & development of CBI & coordinate CBI activities & tool development within the framework of TRP programs. 

  • Prepare monthly / quarterly / annually reports for the CBI activities in areas of project intervention. 

  • Participate in the development of a comprehensive staff training series to build team capacities in CBI, community feedback mechanisms, MEAL, including log frames, baselines & survey methods, monitoring work plans, impact indicator development, data analysis & interpretation.

  • Perform any other duties as may be assigned by the supervisor.

Project reporting

This role works under the overall supervision of the Knowledge Management & Research Program Officer & the direct supervision of the National Program Officer (MEAL).

Skills and qualifications

  • Completed University Degree in Social Sciences, Development Studies, International Relation or Business Administration or a related field with 4 years of work experience or High School Degree / Certificate with 6 years of work experience.

  • 4 years of relevant professional experience in M&E, particularly on community driven initiatives in stabilization contexts in Somalia & / or in emergency or conflict settings.

  • Must hve prior work experience in Africa, preferably in Somalia.

  • Fluency in English & Somali is required.

  • Knowledge of other UN official language is desirable.

  • Demonstrated proficiency & knowledge of digital data collection & analysis (KOBO toolbox).

  • Proficient in MS Office applications, including Word & Excel.

  • Demonstrate the ability to work effectively & harmoniously with colleagues from varied cultures & professional backgrounds, exhibiting a high degree of sensitivity toward other cultures & dedication to the promotion of inter ethnic cooperation, peacebuilding & tolerance, demonstrated gender awareness & gender sensitivity.
