1.       Purpose of consultancy
The main purpose of this consultancy is to provide technical assistance to the WHO Country Office on Warehouse management, including inventory recording and tracking
2.       Background:  

Somalia is one of the most fragile countries in Africa, and despite some improvements realized in the past few years, the country continues to experience insecurity caused by armed conflict and natural disasters affecting the public health in the country. WHO in Somalia provides medical supplies and equipment to the Ministry of Health and Partners to respond to the protracted emergency and to contribute to health systems building. These supplies and equipment are maintained in three WHO warehouses in Mogadishu, Garowe and Hargeisa before last mile delivery to recipients.  To improve the performance of warehouse specifically on inventory recording and tracking, the WHO Country Office seeks to recruit a short-term consultant to support in the development and implementation of appropriate SOPs that will ensure accurate recording and monitoring of inventory including tracking mechanisms after dispatch.

3.    Planned timelines

Start date:           10th May 2026
End date:              9th Nov 2026

4.      Deliverables:

The incumbent will perform the following activities:

Output 1:  Up-to-date warehouse inventory records

Deliverable 1.1.: Inventory records in BMS system up to date for all three warehouses

Deliverable 1.2.   Stock count exercise conducted for all three warehouses with zero      discrepancies    

Output 2: Inventory tracking tool piloted

Deliverable 2.1:    Implement QR coding of items in the warehouse

Deliverable 2.2:   Conduct a pilot of the tracking tool

Deliverable 2.3: Produce a report with lessons learned and recommendations on the pilot

Deliverable 2.4: Promote tracking tool to MoH and/or INHP and conduct a training to WCO and MoH/INHP staffs.

Output 3:  Improvement in the management of warehouses

Deliverable 3.1    Localized warehouse management SOPs in Somalia.

Skills and qualifications

 Qualifications, experience, skills, and languages

  • Educational Qualifications:        

 Essential: University degree in public or business administration, logistics management, engineering, or related fields from an accredited/recognized institute.

Desirable: Professional certification/qualification in areas such as transport, distribution, and supply chain management. Degree or training in information management systems and their application to logistic, transport or supply management and monitoring.

  • Experience:

     

  •  At least five years’ related experience, at the national and international levels, in managing emergency logistics and supply chain including warehousing operations in international organizations/institutions, part of which in the field supporting emergency humanitarian operations.

     

  • Desirable: Prior working experience with WHO, UN agencies, health clusters partners, recognized humanitarian organizations or with an international nongovernmental organization.

Skills / Technical skills and knowledge:

  •  Excellent knowledge of Microsoft Office applications.
  •  Demonstrated computer skills with emphasis on database management to monitor supplies and inventory

Languages and level required (Basic/Intermediate/Expert):

  •   English language: Expert level.

6.       Location:

On-site: Mogadishu, Somalia, with travel within the country as required by the assignment for field work when needed.

7.       Travel:  In-country travel. All travel arrangements will be made by WHO: WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive a subsistence allowance.

  •  Visa requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
