Scope of Work:

Somalia has been in a protracted conflict complicated by multitude of other problems such as recurrent bouts of drought, disease outbreaks, high youth unemployment rate and ever-increasing number of people in the IDP camps. The health risks for children in emergencies are higher. Life-saving health services are often unobtainable or unreachable, making newborns, children, young people, and mothers especially vulnerable to harm. Too often, simple cost-effective interventions are out of reach of the mothers and babies who need them most. Objective of the TA work The purpose of the consultancy is to provide technical assistance to UNICEF Somalia in developing key products which include funding proposals, periodic donor reports and briefing notes, which meet high quality standards and comply with specific reporting requirements and conditions. 

Specific objectives:

Donor Proposal:

  • To draft and finalize high-quality funding proposals under the guidance of Chief of Health. This will entail developing technical narrative inputs and factual data into the draft documents in line with respective donor conditions and as per the timelines outlined.
  • As part of the process, the consultant will participate in discussions with health authorities, and the donor that aim to identify key areas that the programme will support. The consultant will document the discussions and develop key documents/ products that are agreed upon that will feed into the final programme design and proposal.
  • The consultant will document all these processes/ discussions and agreements with UNICEF, partners, and Government on project design. 
  • The consultant will provide support in developing situational analysis and work with the health section focal person to finalize the proposal document.

Donor report:

The consultant will support the health section to develop a final report for the FCDO funded humanitarian response bridge funding.

  • The consultant will write the final report for the one-year project. In addition, the consultants will support the health section to write the annual Review report coordinating closely with FCDO.
  • The consultant will ensure that the requisite analysis is in place to provide evidence on the different sections of the Annual Review report as per the template provided.

Development of Briefing and Communication material for the health section.

  • The consultant will support the development of case studies, human interest stories outlining the contribution and impact on lives and the Somali health systems that this support through UNICEF has had. The consultant will undertake field visits, discussions with health authorities, UNICEF staff, partners, and beneficiaries as part of this process.
  • In addition, working closely with the Chief of health and the country office team, the consultant will review and update the health sections strategic note, briefing notes.
  • The consultant will develop communication material and briefing note on the on the ongoing health response to the current emergency closely supported by the Country and Field Office health teams.
  • and Document Briefing Notes and Human-Interest stories: The consultant is to support provide editing support to other knowledge products for quality assurance, where required.
  • To draft and finalize reports in compliance with respective reporting requirements and conditions; consolidate technical narrative inputs and factual data into the draft reports in line with respective reporting requirements and donor conditions. Draft reports are to be prepared in a timely manner.
  • This will require the consultant to communicate directly with the country office health team; UNICEF field office team, M&E team and the Donor Relations and Partnership team

Skills and qualifications

To qualify as an advocate for every child you will have… 

  • Advanced university degree and/or academic background in public health, social sciences with a focus on international development, humanitarian sector, communication, and languages/literatures.
  • Minimum 8 years work experience in public health, programme development and management, resource mobilization, donor accountability, and communication.
  • Solid understanding and experience in public health programmes and health systems particularly in SubSaharan Africa. Experience and understanding in the Somali health sector are an added advantage.
  • Experience in developing proposals and donor reports especially health proposals and for a wide range of donors.
  • Very good communication and presentation skills with government and community members.
  • High analytical and conceptual skills and writing ability.
  • Fluency in English (written and spoken)
  • Ability to work within the international and multicultural environment.
  • Good knowledge of computer applications.
  • Experience working in emergency setting is an advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
