Pastoralist In Action Development Organization (PIADO) is a board-led, non-profit national Civil Society Organization (CSO) established in July 2019 under the Ethiopian Federal Civil Society Organizations Proclamation No. 1113/2019. PIADO operates in Somali and Oromia Regional States, serving vulnerable pastoralist, agro-pastoralist, and crisis-affected communities.

The organization is committed to supporting marginalized populations—particularly internally displaced persons (IDPs), women, and children—by improving access to essential services and strengthening resilience. Initially focused on emergency response, PIADO has grown into a multi-sectoral humanitarian and development organization delivering integrated programs in Health and Nutrition; WASH; Food Security and Livelihoods (including cash assistance); Shelter/NFI; Education; Protection and SGBV prevention; Gender Equality; Human Rights; Climate Change Adaptation; and Disaster Risk Reduction.

Governed by a professional Board of Directors, PIADO is supported by skilled technical staff and advisors who ensure quality, accountability, and compliance with humanitarian standards. The organization works closely with government, communities, and partners to deliver impactful interventions.

Pastoralist communities and IDPs in lowland Ethiopia continue to face overlapping challenges from recurrent drought, climate change, conflict, and limited access to basic services. Livelihood loss, food insecurity, low health and immunization coverage, poor WASH conditions, and high youth unemployment have significantly weakened community resilience. Through its integrated, community-driven approach, PIADO addresses immediate humanitarian needs while promoting long-term recovery and sustainable development.

About the Country Program in Ethiopia

Pastoralist In Action Development Organization (PIADO) mission is to serve vulnerable individuals and families in Ethiopia's poorest communities, and their goal is to promote sustainable human development through the implementation of programs/projects in various thematic sectors. These sectors include basic service delivery, economic opportunities and livelihood diversification, disaster risk reduction and climate change adaptation, Education (quality), Emergency Shelter and Non Food Item (ESNFI ),Protection food security ,health and nutrition , water, sanitation and hygiene (WASH), Livelihoods (youth and women ) , human right and Democracy, prevention of sexual and gender based violence (SGBV), Gender equality and empowerment child protections, environmental protection and humanitarians responses.

Pastoralist in Action Development Organization (PIADO) is a national non-governmental organization working to improve the resilience and livelihoods of pastoralist and agro-pastoralist communities in Ethiopia. PIADO is implementing a Trigger-based Anticipatory Action Pilot Project in Dawa Zone, Somali Region. The project aims to reduce the impact of drought and climate-related shocks by activating early interventions based on predefined triggers, strengthening community resilience, and protecting livelihoods.

Job Purpose: The Project Manager will lead the overall planning, implementation, coordination, and monitoring of the Anticipatory Action Pilot Project. The role ensures timely and quality delivery of interventions aligned with trigger mechanisms, donor requirements, and PIADO standards, including strengthening community-based early warning systems and youth engagement structures.

Key Responsibilities

Project Management and Implementation

  • Lead the planning and execution of project activities in line with approved work plans and budgets.

  • Ensure timely activation of interventions based on early warning triggers.

  • Oversee field-level implementation in targeted districts in Dawa zone of Somali region.

  • Ensure integration of multi-sectoral responses (WASH, food security, livelihoods, and nutrition).

  • Institutionalize community-level engagement in risk monitoring and early warning systems through Community-based Early Warning System (CbEWS) committees.

  • Establish and strengthen School Anticipatory Action (AA) Clubs to promote climate awareness, risk monitoring, early warning dissemination, and early action among youth.

Community Engagement and Systems Strengthening

  • Facilitate the formation, training, and operationalization of CbEWS committees at the community level.

  • Strengthen community participation in risk monitoring, early warning communication, and feedback mechanisms.

  • Support the development of locally appropriate early warning communication channels.

  • Guide the establishment and functionality of School AA Clubs in targeted schools.

  • Promote youth engagement in climate resilience, anticipatory action, and disaster risk reduction.

Coordination and Partnership

  • Coordinate with local government authorities, early warning systems, and humanitarian partners.

  • Represent PIADO in coordination platforms and cluster meetings at zonal and regional levels.

  • Strengthen collaboration with education offices, schools, and community leaders to support AA Clubs and CbEWS structures.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Ensure effective monitoring systems are in place to track triggers, community-based early warning indicators, and response timelines.

  • Monitor performance and functionality of CbEWS committees and School AA Clubs.

  • Oversee data collection, analysis, and reporting.

  • Document lessons learned, best practices, and success stories on community engagement and anticipatory action.

Financial and Administrative Management

  • Manage project budget in compliance with donor and PIADO policies.

  • Ensure efficient use of resources and timely financial reporting.

  • Supervise procurement and logistics processes, including materials for schools and community structures.

Team Leadership and Capacity Building

  • Supervise and support project staff and field teams.

  • Build staff and community capacity on anticipatory action, early warning systems, and emergency response.

  • Provide technical guidance on CbEWS implementation and School AA Club facilitation.

  • Promote teamwork, accountability, and performance management.

Reporting

  • Prepare and submit high-quality narrative and financial reports.

  • Provide regular updates to PIADO management and donors.

  • Include progress on community engagement systems (CbEWS) and school-based initiatives (AA Clubs).

Safeguarding, Gender, and Inclusion

  • Ensure integration of gender, protection, and inclusion principles in all project activities.

  • Promote meaningful participation of women, youth, and persons with disabilities in CbEWS committees and AA Clubs.

  • Ensure safeguarding policies, including PSEA compliance, are adhered to others PIADO policies.

Skills and qualifications

Qualifications and Experience Education:

Bachelor’s or Master’s degree in Public Health,Education, Disaster Risk Management, Development Studies, Social ,Environmental Science, , or related field.

Experience:

  • Minimum 5–7 years of relevant experience in humanitarian or development programs.

  • Proven experience in anticipatory action, early warning systems, DRR, or emergency response.

  • Experience in community-based systems, youth engagement, or school-based programs is highly desirable.

  • Experience working in pastoralist or Somali region contexts is an asset.

Skills and Competencies:

  • Strong project management and leadership skills.

  • Excellent coordination and stakeholder engagement abilities.

  • Experience facilitating community structures and training groups.

  • Strong analytical and report writing skills.

  • Ability to work in remote and challenging environments.

Languages:

  • Fluency in English required.

  • Knowledge of Somali and Afaan Oromo is an asset.

Key Performance Indicators (KPIs)

  • Timely activation of triggers and response actions.

  • Functionality and effectiveness of CbEWS committees.

  • Number and performance of School AA Clubs established and operational.

  • Achievement of project targets and deliverables.

  • Quality and timeliness of reporting.

  • Compliance with budget and donor requirements.
