Position title: Senior Operations Manager (National position)

Duty station: Mogadishu/Garowe/Hargeisa

Type of Contract: One-year Fixed Term

Job Summary

The Senior Operations Manager ( SOM) is a key CO leadership role responsible for overseeing all operation functions within CO and sub offices . Reporting to the Country Director, the position holder will provide overall leadership to the country and sub office teams through strategic planning and execution. The SOM will ensure stronger coordination, collaboration and engagement with all stakeholders to enhance effectiveness and efficiency of CARE Somalia response. The SOM directly oversees Procurement, Logistics, Admin. and ICT functions  as well as provide technical support to the Hub Coordinators overseeing hub and sub offices operations.

 

This position requires an individual with very strong  analytical skills, attention to details, ability to work effectively under time pressure, very strong business partnering skills with ability to influence CO senior management, team player, proactive individual with ability to offer structured guidance, ability to ensure that the right priorities are set for the Supply Chain and Operations team and proven experience in staff capacity development through mentoring and coaching.

As a member of the Senior Leadership Team ( SLT), the SOM will contribute to strategic decision making as well as development/reviews of the Somalia Country Strategy.

 

Job Responsibility 1: Leadership and Team Managemen:20%

·       Develop and monitor strategic departmental priorities for the Operations teams.

·       Set short-term and long-term objectives for senior staff, ensuring alignment with CARE-wide priorities. Establish KPI's for senior teams linked to the global/regional/CO KPIs.

·       Assesses training and development needs of all CO and sub offices supply chain and operations team.

 

Job Responsibility 2: Strategic Supply Chain and Operations Planning and Execution:20%                                                                                                                                                                                                                                                                                              

·       Develop and implement strategic countrywide initiatives that align with CARE’s missions and operational systems.

·       Drive innovation and process improvements to ensure all systems and practices are cost effective and responsive to the needs of the programs delivered across all locations.

·       Ensure the integrity of supply chain and operational systems through regular analysis, risk identification, and proactive solutions.

·       Ensure the CO's readiness to scale up operations during emergencies, balancing rapid response with accountability.

 

Job Responsibility 3: Operational Oversight: 20%

·       Oversee the day-to-day operations of the Ops units, ensuring efficiency and effectiveness.

·       Monitor performance metrics and KPIs of key staff to assess productivity and ensure targets are met.

·       Implement best practices and continuous improvement initiatives to ensure adequate and timely support is provided to program teams

·       Ensure implementation of supply chain and operation policies/standards/SOPs across the CARE offices are harmonized and in compliance with CARE global systems and donor requirements

 

Job Responsibility 4: Resource Management: 15%

·       Manage the allocation of resources (financial, human, technological) to meet departmental needs and objectives. The SOM is required to ensure efficient use of CARE resources across all-sub offices.

·       Ensure up-to-date operation data/information is available for budget development and efficient allocation of resources

·       Undertake regular analysis of supply chain and operation cost drivers across all CARE operation areas and lead in deployment of alternative cost-efficient approaches.

 

Job Responsibility 5: Information, Communication, and Technology- ICT: 15%

·       Ensures seamless availability of ICT resources necessary for the Country Office (CO) to run efficiently. 

·       Provide leadership in managing all aspects of Information and Communication Technology (ICT) in the Country Office. This includes computers, software, storage, and audio-visual systems, which enable users to access, store, transmit, and manipulate information, as well as the networked equipment (LAN/WAN) that allows for intra- and inter-network communication via the local network or the Internet. 

·       Ensures the protection of computers, networks and data against threats, such as security breaches, computer viruses or attacks by cyber-criminals and works with CO management to comply with relevant CARE information and data security policies.

·       Supervise the overall management of ICT function to ensure that appropriate technical support is available for software, hardware and communications services.

·       Lead the budgeting process and ensure there is adequate budget for the acquisition and maintenance of equipment to support staff and the functions of the CO in compliance with relevant CARE policies and guidelines.

Job Responsibility 6: Risk Management and Compliance: 10%

·       Identify potential risks and develop mitigation strategies. Ensure any risks are communicated promptly to the senior leadership focal points

·       In coordination with the relevant teams, ensure risk mitigation measures are regularly reviewed and aligned with the rapidly changing context 

• Any other responsibilities as assigned by the supervisor

Skills and qualifications

Qualifications

Education:

·       Bachelor's degree in a Business Administration, Supply Chain Management, Logistics or other closely related field.

·       Proficiency in English

 

Desired:

·       Master’s degree in supply chain management, Logistics, Operations, or a related field

 

Required Experience/Technical Skills

·       This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. Creativity, flexibility, strong work ethic and a sense of humor are highly valued.

·       Five (5 )- Seven (7) years of work experience in a similar or closely related role in conflict settings, preferably in Somali or other similar contexts.

·       Previous experience managing programs funded by BHA/USAID, ECHO, EU, FCDO, UN, GAC and other major donors.

·       Familiarity with at least one of CARE’s core programs sectors (Health/Nutrition, WASH FSL etc.)

·       Excellent interpersonal, communication, public speaking, and strategic planning skills required.

·       Foster an environment of respect for all coworkers regardless of level of seniority. Capacity building of staff is a core competency of senior position, and senior staff will be evaluated on their ability to strengthen the skills and growth of more junior staff and institutional partners.

·       Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently.

·       Excellent time management skills and resourcefulness with strong attention to detail
