DRC Somalia

DRC has been operating in Somalia since 1998 using the protection of human rights framework. Somalia is experiencing a devastating humanitarian crisis, with nearly 80% of the population in need of some form of humanitarian assistance. DRC in Somalia is scaling up the operation in emergency response through an integrated approach accessing hard to reach populations

Overall purpose of the role: (1-2 sentences)

The primary objective is to get qualified enumerators to support tasks, assessments, surveys and routing data collection activities required by DRC in Mogadishu, Baidoa, Beledweyne, Dolow, Beled-Hawo, Kismayo & Dobley, the main tasks that enumerators will be responsible are the data collection of all assessments, including rapid needs assessment, Beneficiary verifications, Post Distribution Monitoring (PDMs), KAP surveys, Baseline surveys, Mid-Term Reviews and Final evaluations. Hence, DRC will hire experienced local data collectors to undertake both quantitative and qualitative data collection with highest quality measures.

Key Responsibilities:

 

        Conduct household surveys using digital tools (e.g., Kobo Toolbox, ODK, Survey CTO) with accuracy and professionalism.

 

        Carry out rapid need’s assessments in emergency and recovery contexts, ensuring respectful and culturally sensitive engagement with communities.

 

        Register beneficiaries and households using standardized forms and digital platforms, ensuring data accuracy and confidentiality.

 

        Verify beneficiary information through remote phone call interviews or field visits and cross-checks with existing records, maintaining neutrality and objectivity.

 

        Support the implementation of baseline, mid-term, and final evaluations, adhering to ethical standards throughout.

 

        Conduct post-distribution monitoring (PDM) for cash assistance, NFI’s, hygiene kits and other relief items, ensuring informed consent is obtained from all respondents.

 

        Facilitate and document Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs), ensuring participants are comfortable, informed, and voluntarily participating.

 

        Ensure accurate, complete, and timely data collection and submission, upholding data protection and privacy principles.

 

        Translate and interpret during interviews when necessary, without altering the meaning or intent of responses.

 

        Maintain and safeguard data collection equipment (e.g., tablets, smartphones) and ensure secure handling of collected data.

 

        Report any inconsistencies, challenges, or security concerns to supervisors promptly and responsibly.

 

        Participate in training sessions and briefings prior to field deployment to ensure understanding of tools, ethics, and protocols.

 

        Support community entry and sensitization activities, respecting local customs and leadership structures.

 

        Uphold the organization’s values and represent the organization professionally in the field.

 

        Ensure informed consent is obtained before any data collection begins.

 

        Maintain confidentiality and anonymity of all respondents and collected data.

 

        Practice neutrality and non-bias in all interactions and data recording.

 

        Follow child safeguarding protocols when engaging with minors.

 

        Ensure “Do No Harm” principles are applied in all interactions and data collection activities

 

        Ensure that cross cutting issues such as protection, gender, and environment are addressed and mainstreamed in the project.

 

        Perform other duties related to field data collection as may be assigned by DRC program and MEAL teams.

Skills and qualifications

Required Qualifications and Experience:

        Minimum of 1–2 years of experience working with international or local NGOs, civil society organizations, or research institutions in data collection and management.

        Minimum of a secondary school certificate; a diploma in statistics, social sciences, economics, computer applications, or a related field is preferred.

     Proven experience conducting field research using participatory approaches across various regions in Somalia

        Demonstrated ability to conduct household surveys, Focus Group Discussions (FGDs), and Key Informant Interviews (KIIs).

        Experience in quantitative and qualitative data collection, including baseline, mid-term, and final evaluations.

        Proficiency in mobile data collection platforms such as Kobo Collect, Survey CTO, Red Rose, or similar.

        Strong working knowledge of Microsoft Word and Excel.

        Excellent communication skills and ability to maintain positive working relationships with local authorities, stakeholders, and beneficiaries.

        Ability to work under pressure, manage multiple tasks, and meet deadlines consistently.

        Demonstrated ability to work independently and as part of a collaborative team.

        Highly organized, with strong time management and prioritization skills.

        Displays professionalism, reliability, and consistency in completing assignments.

Skills and Competencies:

        Strong interpersonal and communication skills.

        High attention to detail and commitment to data accuracy and integrity.

        Ability to work both independently and within diverse teams.

        Fluency in local languages; working proficiency in English (spoken and written).

        Basic understanding of humanitarian principles, accountability standards, and ethical data collection practices.

        Adaptability to changing field conditions and ability to work in high-pressure environments.
