achieve sustainable food and nutrition security. Welthungerhilfe Somalia is currently looking for qualified personnel to fill vacant positions as listed below for a fixed term period of one year.
Objectives, duties, areas of responsibility
- Objectives of the position
The purpose of this role is to support implementation of Welthungerhilfe (WHH) projects during the start-up phase of WHH’s operational presence in Somalia.
The Programme Officer will work in collaboration with the Area Manager – Somalia, Liaison Officer and Country Director. The Somalia team is embedded within the structure of the Kenya Country Office and is supported by the Programmes department, Emergency preparedness Expert, Partner Advisor, Finance team and MEAL Officer in all reporting requirements – both internal and external. The line manager will be the Area Manager – Somalia.
The Programme Officer will contribute to high-quality delivery of Welthungerhilfe projects through support to project management, reporting and MEAL – in close collaboration with the Area Manager - Somalia.
The Programme Officer will also make a valuable contribution to the Kenya and Somalia Country Office (CO), participating in exchange and furthering programmatic synergies.
Duties and area of responsibility
2.1 Duties with own area of responsibility
- Support high-quality delivery of Welthungerhilfe projects in Somalia
- Provide CO-level support to project coordination through regular, close contact with field teams and partners.
- Support overall project management, ensuring information in WHH’s project management systems is accurate and up to date.
- Support project management decision making through research and analysis of secondary data.
- Contribute to the development of project proposals - including budgets - as required, in support of the Area Manager.
- Foster a constructive community of practice with Welthungerhilfe partners in Somalia
- Maintain oversight of partners’ capacity strengthening plans, in support of the partner advisor.
- Own the capacity strengthening pipeline – coordinating the calendar of trainings, exchanges and other capacity strengthening outputs.
- Contribute to the detailed monitoring of partner implementation/performance in support of the Area Manager, through verification of project reports and monitoring data.
- Support high-quality project reporting and MEAL
- In collaboration with the MEAL officer and Area Manager, compile interim reports for project donors, coordinating timely inputs from project partners and other relevant stakeholders.
- Ensure delivery of key programme objectives in women’s empowerment and inclusion
- Manage delivery of gender-focused post-distribution monitoring activities in Galgaduud, in coordination with implementing partner.
- Analyze and report on complaints/feedback response mechanism (CRM) data from a gender perspective.
- Act as a focal person for gender and inclusion in the development of programme and project strategies.
- Support administration, logistics and procurement at Country Office level.
- In support of the Area Manager, ensure that processes in project administration, logistics and procurement are followed in compliance with Country Office standards.
- Ensure a timely flow of information between cluster coordination fora and the programme
- Attend cluster fora, Somalia NGO Consortium and other relevant meetings on behalf of Senior Management Team (SMT) as required.
- Coordinate timely and accurate updates to clusters with information from the field team.
- Share regular updates on cluster coordination to SMT.
1.2 Duties without own area of responsibility
- Attend and present to SMT meetings occasionally as required.
- Fulfillment of any other reasonable tasks assigned by management which correspond in general with the character of the position.
Skills and qualifications
Professional/formal qualification
- Undergraduate degree in a field relevant to rural development or NGO management from a recognized institution.
- Minimum 3 years of progressive experience in project cycle management, coordination and/or MEAL for a national or international NGO.
- Professional experience in Somalia a strong advantage.
- Demonstrable experience of research and technical report writing in English.
- Proven in-depth knowledge of gender and inclusion in the Somali context.
1.2 Language skills
- Excellent written and spoken command of English.
- Fluency in Afsoomaali a significant advantage.
- Interpersonal skills
- Proven ability to remain calm under pressure, including in insecure contexts.
- Demonstrated flexibility and creativity in planning and problem solving; ability to plan effectively in a fast-paced environment.
- Confidence interacting with external stakeholders and senior management.
