Background
ODAWO (Observatory Development and Welfare Organisation) is a national, non-governmental, and non-profit organization established in 2007 in Odweine, Somaliland. Operating across all six regions of Somaliland, ODAWO focuses on environmental protection, food security and agriculture, WASH, protection, and education.
Purpose of the Position
The purpose of this position is to provide technical leadership, coordination, and support in the design and implementation of climate adaptation, mitigation, and resilience-building activities within the CRESS Programme. The Officer will ensure that climate change strategies are effectively integrated into ODAWO’s programs, policies, and community interventions.
Key Duties and Responsibilities
- Lead the planning, coordination, and implementation of climate change adaptation and resilience-building activities.
- Support community-based Natural Resource Management (NRM) interventions such as soil and water conservation, reforestation, rangeland management, and agroforestry.
- Promote climate-smart agriculture practices and sustainable livelihood diversification among target communities.
- Conduct vulnerability and risk assessments to identify climate threats, adaptation gaps, and community priorities.
- Support the development of local climate action plans and resilience frameworks for target villages.
- Facilitate environmental awareness campaigns focusing on climate adaptation, mitigation, and ecosystem restoration.
- Integrate gender, protection, and inclusion perspectives into resilience programming.
- Train community leaders, farmers, and local institutions on climate adaptation, disaster risk reduction (DRR), and ecosystem restoration.
- Support the establishment and strengthening of Community-Based Disaster Risk Management (CBDRM) committees.
- Facilitate participatory planning sessions to ensure local ownership and sustainability of interventions.
- Collaborate with schools and youth groups to promote environmental education and eco-friendly practices.
- Representing ODAWO in relevant climate change, environment, and DRR coordination forums at the regional and national levels.
- Liaise with government line ministries (Ministry of Environment and Climate Change, Ministry of Agriculture, Ministry of Water), research institutions, and other partners.
- Collaborate with the WASH, Agronomy, and NRM teams to ensure integrated and holistic resilience programming.
- Participate in joint monitoring visits with Concern Worldwide and other stakeholders.
Skills and qualifications
- Bachelor’s degree in environmental science, Climate Change, Natural Resource Management, Agriculture, or related field.
- Bachelor’s degree is preferred in Climate Resilience, Environmental Management, or Sustainable Development.
- Minimum 3–5 years of relevant experience in implementing climate change or resilience projects, preferably with NGOs or development agencies.
- Proven experience in climate adaptation, NRM, DRR, or livelihood resilience programming.
- Strong technical understanding of environmental conservation, climate risk analysis, and community-based adaptation.
- Demonstrated skills in training, facilitation, and participatory community engagement.
- Excellent report writing and communication skills in English.
- Proficiency in data analysis tools and GIS applications (an asset).
- Fluency in English proficiency is an advantage
