1           Introduction & Background

Horncenter HC Dialogue is seeking qualified facilitators to support the implementation of the under mentioned activities under the Strengthening Inclusive Local Governance for Democratic Somalia (HORUMAR) project. The HORUMAR project aims to strengthen inclusive local governance for democratic Somalia through participatory governance approaches, accountability, and community engagement. The project emphasizes gender equality, social inclusion, conflict sensitivity, and Somali-led governance processes aligned with the Wadajir Framework and National Reconciliation Framework

The facilitators will support the delivery of a series of capacity-building and consultative workshops across two districts (Abudwaq and South Galkacyo).These series of activities include :

1. Activity: Operationalization and   Capacities Strengthening of  District Land Arbitration Mechanisms (HC)   Abudwak and South Galkacyo 

2.Activity: structured Dialogues and mediation sessions in s.Galkaccyo and abudwaq

3.Activity: Multi-Stakeholder Engagement Forums Linking women district councillors and peace mothers with Diaspora, and Private Sector Actors in South Galkacyo and Abudwak

4.: Capacity Strengthening and Operationalisation of  Community Feedback and Accountability Mechanisms for Responsive Local Governance   Abudwak and South Galkacyo             

To support effective implementation of these trainings, HC intends to engage experienced short-term facilitators with strong facilitation skills, contextual understanding of governance systems in Somalia, and experience in participatory adult learning methodologies. The facilitators will work closely with HC programme staff to facilitate interactive training sessions and practical learning exercises using HC approved training materials and facilitation guides.

1.1          Background HC

Horncenter (HC) Dialogue is an independent, not-for-profit think tank based in Galmudug and operating throughout South and Central Somalia. HC Dialogue is committed to the peaceful resolution of conflicts,community cohesion, and integration across Somalia's communities and regions. We also focus on examining policy issues and challenges affecting institutions and state-building in Somalia, and on developing policy solutions. We advance policy debate, build capacity, raise media awareness, and generate ideas on a variety of topics, including governance enhancements, economic and social development, dialogue, peace, and research. Our team comprises experienced practitioners, former diplomats, academicians, and local Somali activists.

2           Objectives

1. Activity: Operationalization and Capacity Strengthening of District Land Arbitration Mechanisms (HC) – Abudwak and South Galkacyo

Objective

The objective of this assignment is to engage qualified short-term facilitators to support the operationalization and capacity strengthening of District Land Arbitration Mechanisms under the SSF III DLGA-HORUMAR Project in Abudwak and South Galkacyo districts. The facilitators will support the delivery of interactive and participatory training sessions aimed at strengthening the knowledge and practical skills of district land arbitration committee members in land governance, dispute resolution and mediation, legal and policy frameworks, case management, documentation, referral pathways, and the effective functioning of community-based land dispute resolution mechanisms.

2. Activity: Structured Dialogues and Mediation Sessions – South Galkacyo and Abudwak

Objective

The objective of this assignment is to engage qualified short-term facilitators to support the delivery of structured dialogues and mediation sessions under the SSF III DLGA-HORUMAR Project in South Galkacyo and Abudwak districts. The facilitators will facilitate inclusive and participatory dialogue processes aimed at strengthening conflict resolution, fostering trust and social cohesion, promoting constructive engagement among community stakeholders, supporting mediation of local disputes, and developing locally owned agreements and action plans for sustainable peace and collaborative governance.

3. Activity: Multi-Stakeholder Engagement Forums Linking Women District Councillors and Peace Mothers with Diaspora and Private Sector Actors – South Galkacyo and Abudwak

Objective

The objective of this assignment is to engage qualified short-term facilitators to support the delivery of Multi-Stakeholder Engagement Forums under the SSF III DLGA-HORUMAR Project in South Galkacyo and Abudwak districts. The facilitators will facilitate interactive and participatory engagement forums aimed at strengthening collaboration between women district councillors, peace mothers, diaspora representatives, and private sector actors to promote inclusive local governance, partnership building, investment opportunities, knowledge exchange, and collective action in support of local development and peacebuilding initiatives.

4. Activity: Capacity Strengthening and Operationalisation of Community Feedback and Accountability Mechanisms for Responsive Local Governance – Abudwak and South Galkacyo

Objective

The objective of this assignment is to engage qualified short-term facilitators to support the capacity strengthening and operationalization of Community Feedback and Accountability Mechanisms under the SSF III DLGA-HORUMAR Project in Abudwak and South Galkacyo districts. The facilitators will support the delivery of interactive and participatory training sessions aimed at strengthening the capacity of local government representatives, community structures, and civil society actors to establish and effectively manage community feedback systems, strengthen accountability and transparency, enhance citizen participation, analyze and respond to community feedback, and promote responsive and inclusive local governance.

Required Expertise and Qualification

Experience and Expertise

Minimum of 1–2 years of demonstrated experience in training facilitation, governance programming, civic engagement, community mobilization, or institutional capacity building in Somalia.

Demonstrated experience working with local government institutions, civil society organizations, or community structures.

Strong facilitation, communication, and presentation skills in Somali language. Knowledge of English is an added advantage.

Proven experience facilitating participatory workshops, trainings, or community engagement activities.

Good understanding of decentralized governance, local administration systems, and the socio-political context of the target districts.

Ability to work effectively with diverse groups including women, youth, elders, religious leaders, and marginalized communities.

Commitment to principles of inclusivity, accountability, conflict sensitivity, safeguarding, and Do No Harm.

Ability to maintain confidentiality and handle sensitive information professionally.

Desirable Qualifications

Previous experience working with INGOs, UN agencies, or donor-funded governance and peacebuilding programmes.

Familiarity with Complaint Response Mechanisms (CRM), safeguarding principles, and Core Humanitarian Standards (CHS).

Experience in facilitating governance, civic education, reconciliation, or public service delivery trainings.

Prior engagement with SSF III DLGA-HORUMAR or similar governance programmes in Somalia.

Any candidates / bidders / consultancy firms that fail to share the above documentations satisfactorily will be disqualified. Further, shortlisted candidates / bidders / consultancy firms will be subjected to technical interviews to assess their competence regarding the delivery of the consultancy, in line with the consultancy qualifications and bids evaluation criteria listed above.

Deadline for submission of tender bids/offers is on 20th August 2026 at 23:50 A.M (East Africa Time Zone). Candidates’ / bidders / consultancy firms must send their offers via email to no later than the deadline as aforementioned. Any tenders received after the deadline will not be considered. Candidates must put ““TOR: Training Facilitator  Abudwaq or Galkacyo” in the subject line of their emails. No tender may be changed or withdrawn after the deadline has passed.

The bidders shall bear all costs associated with the preparation and submission of the offer, and HC will in no case be responsible or liable for these costs, regardless of the conduct or outcome of the procurement process.
