JOB DESCRIPTION
Job Title: Water, Sanitation and Hygiene (WASH) Officer
Reports to: The position reports to the Senior Field Officer
Direct Reports: Senior DS Project Office
Job Location: Afgoye
Contract Details: 12 months
Job Summary:
Job Purpose: The role of WASH officer is to implement community WASH activities focusing on providing relevant information, and promoting change in attitudes and behavior in accordance with national, international and SHACDO’s guidelines. The officer will ensure the integration of key health and hygiene promotion messages into existing programs for the prevention of communicable diseases in the most vulnerable populations. She/he will work closely and mentor community hygiene promoters working with SHACDO and implementing partners. The position holder will work closely with other Project Officers in SHACDO and partner staff to promote synergies in integrated programs.
Main Duties & Responsibilities:
Program implementation.
· Prepare work plans and budgets for the implementation of WASH activities in line with approved budgets.
· Take part in community needs assessment to ensure that program developed to respond to the needs of the communities.
· Recruit Community Hygiene Promoters (CHPs) in project areas in consultation with community leaders and other key stakeholders in accordance with WASH cluster guidelines
· Work closely with project partner’s WASH Engineer and WASH Officer to facilitate community mobilization, inclusiveness and participation requirements.
· Mobilize communities and program participants in SHACDO’s WASH project areas to participate in the program.
· Liaise with the logistics department for the production of information, education and communication materials for community mobilization.
· Lead and facilitate establishment of functional Water and Environmental Sanitation (WASH) committees in accordance with SHACDO practices and cluster guidelines.
· Provide ongoing training and mentoring to program participants such as CHP, WASH committees and community leaders using approved training manuals.
· Support the construction of WASH infrastructure through liaison with the local authority and community mobilisation to support the project.
· Support the senior project officer and Liaise and work with SHACDO’s Logistics Unit to ensure timely procurement and delivery of quality supplies and services required by the WASH program
· Represent SHACDO at the coordination/cluster meetings as may be assigned by the line managers
Monitoring and Reporting
· Prepare monthly reports or any other report as may be requested by the line manager for activities implemented.
· Through the application of SHACDO’s monitoring tools, participate in monitoring activities such as post-construction and distribution monitoring and Knowledge, Attitudes and Practices (KAP) surveys.
· Ensure project records are maintained for the items distributed in accordance with SHACDO’s and donor requirements.
· In conjunction with staff from other programs and through the application of SHACDO’s data collection system, participate in the collection of baseline, monitoring and end-line data during the implementation of the intervention.
· Support the implementation of CRM at the community level in liaison with the M&E Officer.
· Ensure that the monitoring information informs programming and is used to adapt the activities appropriately.
· Work closely with partner WASH Engineer in in various activities such as water quality monitoring.
Skills and qualifications
Education, Qualifications & Experience Required:
- Degree in Public Health, Environmental health or community development programming minimum of two years of programing experience with NGOs in WASH/Health sector.
- Diploma holders in public with a minimum of three years’ experience with NGOs in WASH/Health will also be considered.
- Experience in training and capacity building.
- Experience in working directly with communities and other stakeholders. Special Skills, Aptitude or Personality Requirements:
- Fluency in written and spoken English and Somali
· Excellent communication skills (empathy, knowledge sharing, participative approach methodologies)
· Experience in community development, public health, hygiene and sanitation and social mobilization in the humanitarian/development field.
· Practical experience in implementing projects with community participation and volunteer support.
· Good planning, reporting and organization skills
· Team player and support conducive working environments within the office and as a member of SHACDO’s broader team
· Provide inputs to the development of new proposals.
DESIRABLE
- Previous experience in community-based work with NGOs and/or international organizations in the fields of hygiene, sanitation or behavior change.
- Understanding of mainstreaming issues of gender equity and protection in WASH
- Firsthand knowledge of IDP camps and communities in Lower Shabelle.
