ABOUT THE ORGANIZATION

Welthungerhilfe (WHH) is one of the largest private aid organizations in Germany. It is politically independent and non-denominational. Welthungerhilfe is fighting hunger around the world and is focusing its work on the Sustainable Development Goal 2: “Zero Hunger by 2030”. Since its establishment in 1962, more than 9,830 overseas projects in 70 countries have been supported with 3.95 billion euros. Welthungerhilfe works on the principle of help to self-help: from fast disaster relief to reconstruction and long-term development cooperation projects with national and international partner organizations

Active in Somalia since 2001, WHH has established a track record in humanitarian response and resilience with a focus on food and nutrition security - including the provision of emergency food aid, enhancing food production for rural communities, improving WASH infrastructure as well as market access, economic development, and natural resource management.

In 2022, WHH launched its first Programme in South/Central Somalia together with civil society partners – building on more than 20 years of presence in Somaliland. Responding to the extreme, multi-year drought crisis – the program has since reached 47,529 (60.92%) female-headed displaced households - amongst 78,021 total participant households - with lifesaving humanitarian assistance.

TERMS OF REFERENCE

CONTRACT TYPE: SERVICE CONTRACT (Payment is based on days worked per month)

DUTY STATION: Baidoa

REPORTING LINE: Area Manager

CONTRACT PERIOD: 12 Months

STARTING PERIOD: As soon as possible

A. ROLE PURPOSE

The incumbent will lead anticipatory action interventions for hazard monitoring and early warning systems, while overseeing warehouse operations in Baidoa. Serve as a liaisonacross stakeholders to preposition and deliver lifesaving supplies, ensuring effective community engagement and coordination.

B. SPECIFIC RESPONSIBILITIES

 

•       Act as focal person for anticipatory action: monitor hazards, analyze early warning data and share timely feedback.

 

•       Participate in needs assessments and studies to identify risks and thresholds for response.

 

•       Oversee prepositioning of humanitarian supplies ahead of hazard events.

 

•       Coordinate with stakeholders to ensure inclusive beneficiary targeting and plan distributions.

 

•       Manage all aspects of supply distribution: planning, coordination, delivery, and monitoring.

 

•       Represent WHH in humanitarian coordination meetings, sector forums, and other stakeholder platforms.

 

•       Collaborate actively with government bodies, clusters, NGOs, and OCHA on anticipatory action planning

 

•       Maintain regular feedback loops to internal and external stakeholders regarding hazard alerts and action readiness.

•       Lead community mobilization efforts, ensuring engagement in anticipatory action planning

•       Provide advice in preparing IEC (Information, Education, Communication) materials and ensure that the materials are tailored for diverse audiences, including women, youth and persons with disabilities and conduct monthly awareness sessions on hazard preparedness.

•       Manage field-level warehouse staff and ensure compliance with standard operating procedures.

•       Oversee warehouse operations, including inventory control, staff supervision, security, and reporting.

•       Prepare quality monthly reports and share with senior management team

•       Perform other tasks as required.

Skills and qualifications

C. Required Qualifications

•       Bachelor’s degree in social sciences e.g. Community Development, Political science, Conflict studies, Disaster Management or related field.

•       Minimum 2-3 years of professional experience in the humanitarian field.

•       Strong familiarity with gender responsive community engagement and delivery of awareness sessions.

•       Fluent in English and Somali languages

D. Desired Competencies

•       Strong coordination and stakeholder liaison ability.

•       Organized, detail oriented, with the ability to manage logistics and field operations.

•       Team leader capable of building capacity and mentoring staff.

•       Understanding of gender equity and social inclusion in humanitarian settings

•       Proactive, flexible, and culturally sensitive.
