Position: Community Liaison Officer (CLO)
Number of Positions: 1
Duty Station: Balcad District, Hirshabelle State
Type of Contract: Individual Contract
Duration: 9 months (with possibility of extension subject to performance and funding)

• Direct: Director General, Ministry of Justice & Judicial Affairs

1. Background
The PBF-Wadajir Nabadeed trust, Justice and security in the newly recovered areas signifies a joint effort for peace across different ministries of Federal Member States and the Federal Government of Somalia as well as local administrations, fostering partnership between communities and authorities, and integrating existing capacities of the UN system to support Government efforts in areas newly recovered from Al-Shabaab. It takes an integrated, inclusive, government-led, community-driven approach to strengthening interim administration/foundational local governance, interim security, and restorative justice through participatory decision-making and collaboration between local communities and state authorities. It aims to support the Government of Somalia, Federal Member States and the Somali people in implementing the National Reconciliation Framework and National Stabilization Strategy by building sustainable peace, nurturing a social contract and enabling future development, sustainable government presence and the provision of services.
The project will prioritize the active participation of women, young people, children, persons with
disabilities, minorities and marginalized groups through an inclusive and transparent dialogue with
authorities leading the process, engaging all societal groups to take ownership of peace and
security in their areas. It will apply gender-sensitive and human rights-based approaches, support
Government leadership and empower women, young people, minorities, persons with disabilities
and marginalized communities through targeted training, leadership development and inclusion in
decision-making.
The project offers an opportunity to be catalytic, serving as proof of concept of engaging in a fluid
political and security context at the district level by applying an area-based way of working that
integrates different Government mandates and sectoral interventions (interim administration,
security and justice) to address interconnected challenges. Based on best practices and lessons
learned from this intervention, the project aims to enable replication and scaling up of
reconciliation and stabilization intervention. By building on the existing strength of GovernmentUNTMIS collaboration, Wadajir Nabadeed also contributes to transfer of stabilization interventions
from UNTMIS to the Federal Government of Somalia, Federal Member States and the UN Country
Team in line with Security Council Resolution 2753 (2024). This project will therefore enable the
UN (post UNTMIS) to support FGS and FMS authorities to lead the implementation of critical
stabilization interventions.
Concretely, the above translates into the following outcomes and outputs:
Outcome 1: Inclusive and accountable security arrangements in place that result from local
dialogue and collaboration between authorities, security providers, and local communities
Outcome 2: Integrative justice system established that cares for community and individuals’ needs
of justice, and builds the foundation for safety, accountability, healing and reconciliation efforts
in the community
Outcome 3: Tensions are reduced, and credible institutions are formed and bolstered through
government-led, community-driven joint planning and implementation of priority projects,
fostering sustainable peace and social cohesion
This Letter of Agreement aims to provide support to the Ministry of Justice and Judicial Affairs of
Hirshabele State of Somalia under the following:
Output 2.1: Communities explored their justice needs through generative dialogue
Output 2.2: Integrative justice solutions particularly NVC based mediation and restorative justice
mechanisms established.
The Ministry of Justice & Judicial Affairs of Hirshabelle is seeking a qualified Community Liaison
Officer (CLO) to support the implementation of these activities in Balcad District.
2. Scope of Work
The Community Liaison Officer will facilitate effective coordination, community
engagement, and implementation of project activities at district level. The CLO will
ensure strong collaboration between communities, local authorities, justice actors, and project
stakeholders, while supporting the delivery of planned activities under the Annual work plan.
3. Duties and Responsibilities
A. Community Engagement and Liaison
• Serve as the primary link between communities, local authorities, and the project
• Mobilize participants for training, dialogue sessions, and project activities including
generative dialogues sessions
• Ensure inclusive participation of women, youth, and marginalized groups
• Maintain regular communication with community leaders, CSOs, and Justice
Institutions
B. Support for Project Implementation (Core Activities)
The CLO will support the planning, coordination, and implementation of the following key
activities:
Capacity Building & Training
• Induction training of core teams on:
o Nonviolent Communication (NVC)
o Facilitation skills
o Trauma awareness
o Generative Dialogue (GD) tools
• Quarterly learning and skills deepening sessions
• Monthly coaching sessions
Dialogue & Community Engagement
• Monthly dialogue sessions (2 days per month per location)
• Support generative dialogue processes and follow-up actions
Integrative Justice & ADR
• Initial training on integrative justice (NVC & restorative justice approaches)
• Support mentoring visits for judges and prosecutors
• Assist in operationalization of integrative justice systems
• Support ADR mechanisms and community-based dispute resolution
Exchange & Learning
• Coordinate participation in exchange visits and learning travels for stakeholders
Restorative Dialogue on Real Conflicts
• Support organization of restorative dialogue sessions addressing real community conflicts
• Assist international consultants and core groups during facilitation processes
C. Monitoring, Reporting, and Documentation
• Prepare:
o Monthly activity reports
o Event and training reports
• Collect success stories, lessons learned, and community feedback
• Track implementation challenges and recommend solutions
• Maintain proper documentation of all activities
D. Administrative and Logistical Support
• Coordinate logistics for trainings, workshops, and meetings
• Maintain participant lists and attendance records
4. Deliverables
• Monthly progress and activity reports
• Event reports on all implemented activities
• Project date segregated in gender
• Documented case studies and success stories 

Skills and qualifications

5. Required Qualifications
Education
• Minimum: Diploma or bachelor’s degree in law and Peacebuilding / Conflict Resolution
Experience
• Minimum 2–3 years of relevant experience in:
o Community engagement
o Peacebuilding or conflict resolution
o Justice or rule of law programming
• Experience working with:
o Government institutions
o NGOs or UN-supported projects are an asset
Technical Competencies
• Knowledge of:
o Somalia justice system
o Alternative Dispute Resolution (ADR)
Skills
• Strong interpersonal and communication skills
• Ability to mobilize and engage communities
• Facilitation and coordination skills
• Strong organizational and reporting abilities
• Basic computer skills (MS Word, Excel, PowerPoint)
6. Language Requirements
• Fluency in Somali (mandatory)
• Working knowledge of English (Required)
7. Specific Requirements for Balcad
• Must be a resident of Balcad District
• Strong understanding of local context and dynamics
• Established relationships with community stakeholders is an advantage
