VACANCY ANNOUNCEMENT
Position Title: Procurement Officer Organization: Socio- Economic Development and Human Rights Organization (SEDHURO)
Duty Station: Baletxawo District, Gedo Region, Jubbaland State, Somalia
Employment Type: Full-time Contract Duration: One (1) year, with the possibility of extension based on performance and availability of funding.
Reports to: Admin and Finance Manager

The Socio-Economic Development and Human Rights Organization (SEDHURO) is a national, non-governmental and non-profit organization established in 2002. SEDHURO works across Somalia to improve the lives of vulnerable communities through integrated humanitarian and development programmes in Protection, Health, Nutrition, WASH, Food Security and Livelihoods, Education, CCCM, Peacebuilding, Governance and Climate Resilience.
SEDHURO is seeking a qualified, experienced and highly motivated Procurement Officer to support the organization's procurement and supply chain functions in Baletxawo District.
Position Summary
The Procurement Officer will be responsible for planning, coordinating and implementing procurement activities in accordance with SEDHURO's Procurement Manual, donor regulations and international procurement best practices. The successful candidate will ensure that goods, works and services are procured efficiently, transparently, competitively and cost-effectively while maintaining full compliance with organizational and donor requirements.
Key Responsibilities
The Procurement Officer will be responsible for, but not limited to, the following:
Procurement Planning
- Prepare and update project procurement plans.
- Coordinate procurement requests with programme and support departments.
- Monitor procurement timelines to ensure timely delivery of goods and services.
- Support project teams in procurement forecasting.
Procurement Management
- Conduct procurement processes in accordance with SEDHURO and donor procurement procedures.
- Prepare Requests for Quotations (RFQs), Invitations to Bid (ITBs), Requests for Proposals (RFPs), bid analyses and evaluation reports.
- Organize tender openings and evaluation committee meetings.
- Prepare Purchase Orders (POs), contracts and procurement documentation.
- Ensure fair, transparent and competitive procurement processes.
Supplier Management
- Maintain and regularly update the supplier database.
- Identify and pre-qualify reliable suppliers and service providers.
- Conduct supplier performance evaluations.
- Negotiate prices and delivery schedules while ensuring value for money.
Contract and Asset Management
- Monitor supplier performance and contract implementation.
- Ensure timely delivery and acceptance of procured goods and services.
- Coordinate with logistics and warehouse staff on receipt and inspection of deliveries.
Documentation and Compliance
- Maintain complete procurement files and documentation.
- Ensure procurement records are audit-ready.
- Ensure compliance with donor regulations and SEDHURO procurement policies.
- Support internal and external procurement audits.
Coordination and Reporting
- Prepare procurement status reports.
- Coordinate closely with finance, logistics and programme teams.
- Participate in procurement committee meetings.
- Perform any other procurement-related duties assigned by management.
Skills and qualifications
Qualifications
Applicants should possess:
- Diploma or Bachelor's Degree in Procurement and Supply Chain Management, Business Administration, Logistics, Commerce, Public Administration or a related field.
- Professional certification in Procurement and Supply Chain Management (CIPS or equivalent) is an added advantage.
Experience
- Minimum three (3) years of progressively responsible experience in procurement and supply chain management.
- Experience working with NGOs or humanitarian organizations is highly desirable.
- Demonstrated experience managing donor-funded procurement (UN agencies, ECHO, GIZ, NCA, UNICEF, UNFPA, USAID, EU or similar donors) is an added advantage.
