Centre for Research and Integrated Development Finance officer TOR

Position: Finance Officer

Location: Balad Hawo, Gedo, Somalia

Reporting to: Operation Manager

Employment Type: Full time, Service-term Contract

Contract Length: 7 months’ contract with the possibility of extension subject to Mutual agreement and availability of funds

Introduction

Centre for Research and Integrated Development (CeRID) is an independent, impartial, Non-Governmental, and Non-profit making development organisation founded in 2005. It is registered in Somalia and Kenya and has operational offices in Mogadishu, Districts in Jubbaland and Southwest Federal Member States of Somalia. CeRID has its headquarter office in Belet-Hawo town of Somalia, bordering Mandera Kenya from where it provides programme and operational support to all offices.

Centre for Research and Integrated Development’s (CeRID’s) 2021-2025 strategy builds on its existing expertise in fragile context, recovery programming practice, and resilience building through partnerships, and deepens and consolidates the gains made in the past. Throughout the timeframe of this strategy, CeRID plan to implement programmes in climate smart agriculture, recovery and resilience building, education and skills development, economic empowerment, and livelihood protection. Partnership building and stakeholder engagement is the major

area of our focus through 2025., therefore it is looking for a qualified Finance Officer to work at CeRID office in Balad Hawo, Gedo, Somalia.

Summary of the Post

Under the directives of the Operation Manager, the Finance Officer will be responsible for the day-to-day management of the Finance sector. The officer helps the Operation Manager in developing the Finance department initiatives focusing on the provision of effective and efficient financial and administrative services.

The Finance officer shall be responsible to perform a wide variety of tasks to ensure effective and efficient management of Finance sector. The officer shall be required to assess the gaps in the sector, design, implement, report and documentation of the Finance department initiatiatives and activities. Working with the Operation team under the leadership of the Operation Manager, the position also contributes to the development and implementation of organizational strategies on the Administration & Finance sector of CeRID.

Key Responsibilities and Duties; Programme Planning & Implementation

ü  Review banking arrangements to ensure timely transfer of operational funds

ü  Compile and check payment instructions to ensure calculations are correct and supported by accounting documents before posting details of financial transactions

ü  Verify all invoices, vouchers, receipts and supporting documents against specified expenditure requisitions and ensure payments are made against verifiable accounting documents

ü  Maintain complete records of all financial transactions such as payment vouchers, receipts and other documents in accordance with accounting procedures.

ü  Reconcile bank statements and check balances against verifiable documents

ü  Reconcile and balance accounts and prepare monthly expenditure returns

ü  Prepare timely month-end closure of accounts and including financial statements and reports

ü  Maintain proper filing system and preparing copies for all vouchers and support documents before submission to Finance Department.

ü  Filing financial documents in the appropriate area and improve the accuracy of the filing system, retrieving document when it is requested, perform regular quality checks on the file system and Keep logs of document that is taken out.

Cash Management

ü  Direct cash management operation by reviewing cash position to ensure availability of funds for daily cash administration and disbursements

ü  Constantly review current accounts and bank transactions to ensure timely transfer of funds

ü  Maintain cash box, continuously track and prepare cash flow reports and also evaluate variances

ü  Verify validity of invoices, ensure proper level of approvals and make timely cash payments

ü  Timely and accurate reconciliation of cash applications and disbursements

ü  Monitor cash transactions and bank account balances and investigate any discrepancies

ü  Review and drive improvements in cash management, ensuring financial obligations are met in accordance with financial policies and procedures

Administration

ü  Provide logistical support to Programs’ activities; including, coordinating the smooth implementation of and adherence to logistic and security procedures.

ü  Keep track of contractual agreements and assist users with contractual rights and obligations.

ü  Serves as the primary point of administrative contact and liaison with other CeRID offices, individuals, sub-grantees, and institutions on operational matters concerning the Program.

ü  Support in Human Resources management including leave management and payroll.

Strategic Partnerships & Donor Relationships

ü  Provide support to external auditors on a variety of technical accounting issues

ü  Participate in discussions with Bank officials on operational matters related to banking services

ü  Participate in contract negotiations with suppliers, contractors and service providers

ü  Preparing ad-hoc and monthly financial reports on project as needed.

ü  Perform other related duties as assigned by the CeRID Finance Manager

Skills and qualifications

ü  Minimum Bachelors in Banking and Finance, Business Administration, Accounting, Economics or related field from a recognized institution.

ü  CPA or ACCA qualifications is a definite advantage

 

Work Experience

ü  At least 5 years of work experience in Finance or banking sector.

ü  Demonstrated leadership ability.

 

ü  Knowledge of and experience with spreadsheet (advanced knowledge of Microsoft Excel is a must), database and word processing software.

ü  Knowledge of and experience with QuickBooks

ü  Excellent communication skills both verbal and written in English language.

ü  Excellent interpersonal skills and a collaborative management style.

ü  A demonstrated commitment to high professional ethical standards in a diverse workplace.

ü  Open to direction and collaborative work style and commitment to get the job done.

ü  Ability to challenge and debate issues of importance to the organization.

ü  Ability to look at situations from several points of view with the capacity of persuasive with details and facts.
