Oxfam Somalia is looking for a Project Coordinator

JOB PURPOSE:

The Project Coordinator provides programmatic support to the implementation of SHF projects in Beledweyne (WASH and Emergency Food Security and Livelihoods) and delivering assigned project activities on time and in line with donor and Oxfam requirement. The coordinator leads day-to day management of two projects through assessments, implementation and to the projects closure. The role involves staff management, budget management and coordination with Oxfam partners, staff working other projects and representing Oxfam in cluster meetings, Area Based Coordination, government led meetings and coordination with other key stakeholders. Further the Project Coordinator will support efforts to strengthen the protection capacity of conflict- and climate-affected communities in Beledweyne. He/she will enhance the impact of Oxfam’s community-based protection work by following up on ongoing activities, engaging with community protection committees, and coordinating with partners.

 

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

 

1.       Project Coordination and Management

·       Working closely with the technical leads, support function and Area Manager, manage projects funded by Somalia Humanitarian Fund in line with the agreed terms and conditions in the project proposal, agreement

·       Coordinate effective, efficient and timely implementation of all projects according to agreed annual work plans, contracts, budgets and donor requirements. 

·       In coordination with the Area Manager extend support management and coordination with partners working in Hiraan region on project activities and ensuring compliance with Oxfam and donor policies.

·       Organize and lead project kick off and closure meetings, prepare project work plan, staffing needs and procurement plans.

·       Support in conducting MEAL activities in coordination with the Area MEAL Coordinator, ensure relevant beneficiary data is collected, compiled, analyzed and distributed. Relevant assessments are conducted timely to feed projects design and informed decisions. 

·       In coordination with the Area Manager, regularly monitor budgets to ensure there is no overspending or underspending and flag any issues in a timely manner.

·        Collaborate closely with Oxfam’s protection teams to oversee and support the implementation of protection activities in Beletweyne district and contribute to identifying protection gaps and informing appropriate response measures.

·       Ensure to support team on area of food security and livelihoods and collaborate closely with country FES Advisor.

·       Represent Oxfam on various platforms, Clusters (EFSVL, WASH and Protection) issues at cluster and other coordination meetings and liaise with INGOs, UN and other stakeholders on a regular basis.

·       Coordinate with the FES Advisor, update EFSVL strategy following the evolution of the people’s needs.

Work with relevant Government and ministries and other actors including private sector to scale up the good. practices and policy change at Hiiraan level.

2.       Team Support

·       Line manages staff as required by the projects and role and provides sound and technical line management.

·       Remain a proactive member of the area management team to be a champion of safeguarding and feminist principles.

·       Work with the support team to ensure necessary programme support.

·       In collaboration with FES and WASH officers, develop reports as required by Oxfam and the donor

·       Plan, design and closely work with technical team on proposal write up as required and ensure SHF project is used as foundation to expand integrated program in Beledweyne. 

·       Ensure that the programme is implemented in line with Standards, quality, cost effective, consultative, participative, gender-sensitive and inclusive manner.

             3.Reporting

·       Draft and/or review SHF project deliverables including report to donor, and ensure project reports are timely received, assessed and endorsed by relevant technical managers.

·       Assist the Area Manager, Technical Leads, Business Development Manager on donor reporting.

·       Provide support to partners working in other projects in the area of responsibility ensuring timely and quality reports.

4.       Representation

·       In close coordination with the Area Manager, support building and maintaining good relations with key stakeholders including Local Authorities, UN/INGOs, ABCs and Clusters.

5.       Oxfam General

·       Actively participate in the implementation of performance management including objective setting, performance review, upward feedback and personal development plans.

·       Ensure implementation of Oxfam operational policies, procedures and guidelines, especially with respect to promote gender equality, in all aspects of Oxfam’s work.

·       As an active member of Oxfam’s team, participate in staff meetings, planning sessions and on-going liaising as needed.

·       Make sound decisions using technical knowledge, a good understanding of the team and the facilities of the team.

·       Ensure cooperative and respectful communication with staff and local partners, including female members, as well as other external actors to support Oxfam’s efforts, such as with respect to advocacy and positioning Oxfam in the humanitarian community.

·       Continuously analyse contextual information to inform and execute appropriate planning.

·       Supervise and provide coaching to partners and junior staff to enhance their capacity building and technical specialization.

·       Use community led approach informed by the knowledge of power relations within the community and understanding that not all community members hold the same power. By doing so, ensure adequate participation of community members at risk of exclusion in line with Oxfam’s core principle of equitable participation in humanitarian efforts.

·       Monitor feedback from community members and ensure equal access by those at risk of exclusion.

Skills and qualifications

Who we’re looking for

SKILLS AND COMPETENCIES

ESSENTIAL

  • University graduate, preferably from Social Sciences, Food security, agricultural with the focus on Riverine Development, Economics, Humanitarian Aid Management, Gender Studies, WASH Engineering and similar.
  • At least five years’ experience in the field of humanitarian aid management, preferably with an NGOs/UN in Somalia.
  • Experience of working as part of a technical team with sectors such as inclusive WASH, EFSL, Protection.
  • Excellent project management skills and practical experience, including budget management, coordination with stakeholder and reporting. 
  • Experience in monitoring projects implemented by local partners in remote and insecure areas. Ability to employ both physical and remote monitoring and partner coaching models.
  • Experience in developing briefs, reports and similar documents in Somali and English.
  • Understanding methodologies related to MEAL, such as developing theory of change, data collection methods, logical frameworks, etc.
  • Ability to prioritise work and apply time management skills in delivering tasks in timely manner.
  • Proactive in approaching challenges and finding solutions and able to work in a team and/or independently with minimum supervision.
  • Ability and willingness to travel and work in difficult conditions.
  • Proficiency in MS Office.
  • Fluent in English and Somali (writing, reading, speaking).

Desirable:

·       Good understanding of how I/NGOs in South-Central Somalia operate. Familiar with administrative areas and authorities in the region.

·       Knowledge of South-Central Somalia ’s context in terms of its political, economic, and social trends.

  • Ability to analyse complex contexts, monitor change and translate into appropriate strategic planning and advocacy.

·       Committed to diversity within the team and ability to maintain cooperative relationships with members from diverse cultural backgrounds.

  • Demonstrated commitment to humanitarian principles and Oxfam’s core principles, including commitment to promoting gender equality in all aspects of Oxfam’s efforts.
  • Demonstrated collaborative approach including working with government actors/officials applying negotiation skills and diplomacy.
  • Proven leadership skills including challenging, motivating and developing a team through periods of change.

·       Ability to work with others to develop vision into strategy and communicate and influence this to a wider audience.

·       Ability to create the environment to enable others to achieve their objectives and to be able to develop their skills and abilities.

·       Technical expertise in advocacy and influencing and facilitating trainings.

     Experience in implementing community-based protection projects, including working with community           protection structures and conducting protection awareness-raising activities at the community level.
