Job description

  1. ORGANIZATION AND POSITION OVERVIEW

Welthungerhilfe (formerly German Agro Action) is one of the largest politically and religiously independent aid agencies in Germany; The organization fights for "Zero Hunger by 2030". Since being founded in 1962, it has provided funding of EUR 4.2 billion for more than 10,369 overseas projects in 70 countries. Welthungerhilfe (WHH) bases its efforts on the principle of help for self-help, which it implements with measures ranging from rapid disaster relief to rehabilitation to long-term development cooperation projects with national and international partner organizations.

It has been twenty-two years since Welthungerhilfe (WHH) started interventions in Somaliland in 2001. Initially, WHH was working in three regions of the country (Awdal, Togdheer and Sanaag) on humanitarian and development projects. Currently, Welthungerhilfe has projects in Awdal, Maroodi-jex, Sahil and Togdheer Regions of Somaliland. The foci of intervention have been rural development, natural resource management, disaster risk management, WASH, food security, and adult education. Recently, sustainable WASH systems and rangeland management have gained a prominent place in our portfolio as the main elements of climate change resilience. Through time, the diversity of activities and the volume of funds have grown. Welthungerhilfe is determined to implement its projects increasingly in partnership with local organizations and of course with the active involvement of the communities under consideration and relevant government authorities.

Under the direct supervision of the Head of Project and technical support of the MEAL Expert, the MEAL Assistant will have the responsibility of supporting and coordinating the MEAL functions of WHH’s projects in Borama.

III. DUTIES AND AREAS OF RESPONSIBILITY

  • Support the MEAL Expert and project staff to develop and implement the MEAL Plans and setting up functional CRM system as per WHH’s MEAL policy for WHH projects in Borama.
  • Undertake routine data quality assessments and verifications for the SCOPE data by using WHH’s DQA tool, compiling findings and sharing them with respective program staff.
  • Participating in the development of data collection tools and guidelines for data collection and reporting.
  • Regularly checking the SCOPE data for quality, accuracy, and consistency, and providing feedback as necessary
  • Prepare learning tools and collect data to support program learning and implementation improvements.
  • Assist in designing situation analysis, needs, and assessments, and providing support to reviews, evaluations, and lessons learned workshops/meetings.
  • Assist in conducting PDMs, baseline surveys, endline evaluations and need assessments in the Awdal Region
  • Conduct routine activity monitoring and community mobilization with the Food Monitors of WFP projects.
  • Consistently follow up on the implementation of improvement plans and data for actions.
  • Support project data collections, train enumerators and oversee field data collections.
  • Support data collection, data entry, and data cleaning for the SCOPE registration
  • Support the establishment and management of the Complaint Response Mechanism for all WHH projects in Borama.
  • Operate the CRM system, record, refer, and respond to the complaints/feedback with MEAL and Program teams:
  • Accurately refer cases internally within the different departments – with the support of the MEAL Expert
  • Follow up and receive weekly feedback and case status progress related to the internal cases referred to the programs/projects.
  • Ensure all documents and actions taken are documented, and feedback is given back to the caller.
  • Produce monthly reports and feedback gathered on CRM.
  • Any other duties assigned by your immediate line Manager or the MEAL Expert

Skills and qualifications

  • Degree in Economics, Statistics Communications, ICT, MEAL, or a related field
  • Minimum 2 years of relevant working experience in MEAL design and implementation with local or international NGOs in a similar context
  • Excellent verbal and written communication skills in English and Somali language
  • Computer skills and ability to use MS Office such as word, excel, and database, Kobo Collect/ODK
  • Ethical focused on treating complainants/ community fairly and culturally sensitive.
  • Willingness to travel throughout the project areas in Somaliland.
  • Ability to work independently with minimal supervision and be initiative.
  • Self-motivated, result-driven, and reliable
  1. PREFERRED
  • Experience with Unconditional Cash Transfer and/or food distribution projects is desirable.
  • Previous experience in handling complaints or feedback mechanism
  • Proven interest & commitment to humanitarian and development principles and demonstrable understanding of conflict/post-conflict development contexts
  • Strong team working and interpersonal skills and good organizational skills.
