Job description
Protection Team Leader
DRC Somalia/Land
DRC has been operating in Somalia since 1998 using the protection of human rights framework. Somalia is experiencing a devastating humanitarian crisis, with nearly 80% of the population in need of some form of humanitarian assistance. DRC in Somalia is scaling up the operation in emergency response through an integrated approach accessing hard to reach populations
Overall purpose of the role: (1-2 sentences)
The Team Leader (TL) is a member of the DRC’s Protection Team in Somalia. Under the direct supervision of Area Manager, s/he will be responsible for a mixed migration focused project and will oversee the day-to-day implementation and monitoring of project activities, database management and reporting in addition to supervising and providing technical support to Protection Officers.

Program Implementation
- Provide day to day programmatic leadership to the mixed migration program.
- Support the Protection Coordinator in designing mixed migration focused components in new project proposals.
- Directly supervise Protection Officers and work closely with them to deliver high quality protection outcomes, discuss job expectations, objectives and provide appropriate and timely feedback regarding performance, including timely implementation of staff performance management system.
- Develop, implement, and monitor quarterly, monthly, and weekly activity plans to achieve expected project results.
- Lead the preparation of all procurement and administrative documents required for project implementation.
- Ensure that regular field monitoring/ visits are conducted.
- Compile and produce quality project reports (monthly, progress, final reports) and submit to the relevant donors in a timely manner.
- Manage specific budgets in line with DRC standards. Ensure that project activities are implemented within the assigned budget parameters, manage financial aspects of assigned projects, in consultation with the Finance Team
- Assess protection risks and trends, identify problems/gaps, and propose/prioritize timely practical actions to respond to clearly formulated protection problems in Puntland.
- Ensure that DRC activities are implemented in accordance with donors’ regulations and with DRC standard procedures (Code of Conduct, DRC Response Framework, DRC Programme Handbook), and are consistent with the country Strategic Programme Document and Protection Strategy.
- Undertake field visits related to training, meetings, and evaluations.
- Support the strengthening of the existing mixed migration programming by coordinating with local partners, UN agencies and promote linkages with service providers.
- Maintain open and professional relations with staff, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
- Any other duties as may be assigned by the Protection Coordinator and/or Protection Manager.
Data management and reporting
- Act as the mixed migration and protection data contact person for Puntland.
- Receive data from Protection Officers and/or monitors, oversee the review of quality and reliability along with information management colleagues.
- Provide regular data feedback to Protection Officers and/or monitors and ensure they are acted upon in time.
- Prepare quality and timely monthly/quarterly reports using the protection monitoring data collected on the field, to be circulated among external actors.
Monitoring and evaluation
- Update project work plans and ensuring project activities are implemented in compliance with the timelines and donor requirements. Where challenges arise, ensure that these are flagged early, communicated to the relevant tech leads and addressed in an appropriate way.
- Take minutes during all project meetings and ensure timely sharing of action points and follow up.
Budget Monitoring
- Monitor and review the project BFU on a monthly basis and provide feedback to the finance team.
- Regularly review partner financial reporting and documentations.
Collaboration and Representation
- Attend regular coordination meetings with other mixed migration actors in Puntland, and other project related meetings in Somalia.
- Coordinate with implementing partners and other agencies working in Child Protection, Gender based Violence and Economic Recovery to exchange information relating to Mixed Migration sector on a needs basis
Capacity building
- Support protection trainings for implementation partners/DRC staff in Somalia.
- Closely support and build the capacity of protection staff.
Skills and qualifications
Experience and technical competencies: (include years of experience)
- A minimum of 4 years’ experience within the field of protection, particularly in working for international organizations and with irregular migrants, refugees, asylum seekers and returnees.
- Proven knowledge of protection programming, especially implementation of protection monitoring and cash and voucher-based assistance activities.
- Experience with regarding to IT/database management, including Excel.
- Experience in building capacity of partners and staff on the context of mixed migration in Somalia, monitoring and documenting migrants’ and refugees’ rights violations, and drafting analytical fact sheets.
- Good report writing and analytical skills.
- Excellent interpersonal and communications skills, personable and calm.
- Ability to work well under pressure and in adverse conditions.
- High level of trustworthiness and dependability.
Conditions
Contract: 7 months with the possibility of extension, subject to funding and performance. Salary and other conditions are offered by DRC’s Terms of Employment for National Staff; Employment band Management G Step 1
Availability: 21st June 2024
