Duty Station: Burao with frequent travel to Odweyne, other project Villages.

Barwaaqo Voluntary Organization (BVO) is a women-led, non-political, non-governmental and
non-profitmaking development action-oriented and advocacy organization that was founded in
1996 by a committed gender balanced group in Somaliland. The organization understood that its
domain needs to be as wide as the issues faced by the millions of underprivileged throughout the
country. Barwaaqo Voluntary organization strives to perform social development work in
Somaliland. BVO nurtures the status of being a formal NGO
Position Summary
The Project Officer will lead the implementation of gender equality, gender-based violence
(GBV) prevention, protection, women's empowerment, and community engagement activities
under the project. The position holder will ensure that all project interventions are genderresponsive, survivor-centered, inclusive, and aligned with national and international standards.
The Project Officer will work closely with project staff, government institutions, women's
groups, community leaders, and other stakeholders to strengthen community-based gender
protection systems and improve access to quality services for women and girls.
Key Responsibilities
• Plan, coordinate, implement, and monitor gender and GBV-related project activities.
• Conduct gender mainstreaming, GBV prevention, risk mitigation, and advocacy sessions
within target communities.
• Support the integration of gender considerations across all project interventions.
• Develop detailed work plans and activity schedules in line with project objectives and
donor requirements.
• Ensure effective utilization of project resources and adherence to approved budgets.
• Support the establishment and strengthening of referral pathways for GBV survivors.
• Contribute to the development and implementation of Standard Operating Procedures
(SOPs) for GBV response.
• Ensure survivor-centered, confidential, and ethical approaches in all GBV-related
interventions.
• Monitor case management activities and provide technical guidance to case workers.
• Ensure compliance with national GBV case management guidelines and international
protection standards.
• Facilitate community awareness sessions on gender equality, women's rights, protection,
and safeguarding.
• Establish and strengthen women-led groups and community structures.
• Build the capacity of women's groups on leadership, gender protection, advocacy, and
community action planning.
• Engage religious leaders, elders, youth groups, and local authorities in addressing
harmful gender norms and practices.
• Conduct regular field monitoring visits to assess project performance and impact.
• Collect, analyze, and report project data and success stories.
• Maintain accurate records, beneficiary databases, and project documentation.
• Contribute to learning, accountability, and continuous improvement processes.
• Participate in coordination meetings with government institutions, protection actors, and
community stakeholders.
• Represent BVO in relevant forums related to gender, protection, and women's
empowerment.
• Build and maintain strong partnerships with local authorities, civil society organizations,
and community groups.
• Prepare timely weekly, monthly, quarterly, and final reports.
• Document project achievements, challenges, lessons learned, and recommendations.
• Submit quality reports according to organizational and donor requirements.
• Perform any other duties assigned by the Organization.
Skills and qualifications
Required Qualifications and Experience
Education
Bachelor's Degree/ Master Degree in one of the following fields:
• Gender, Social Work, Sociology, Community Development, International Development,
Public Administration and Other relevant Social Science disciplines
Experience
• Minimum of five (5) years of relevant experience in gender equality, women's
empowerment, protection, GBV programs and community development.
• Previous experience working with NGOs, humanitarian organizations, or development
agencies is highly desirable.
• Demonstrated experience facilitating community-based gender and protection
interventions.
• Experience working with vulnerable groups, including women, girls, youth, and persons
with disabilities.
Required Skills and Competencies
• Strong knowledge of gender equality, GBV prevention and response, women's rights, and
safeguarding principles.
• Knowledge of Somaliland's social, cultural, and gender dynamics.
• Experience establishing and supporting community-based women's groups.
• Strong facilitation, training, coaching, and mentoring skills.
• Excellent report writing and documentation skills.
• Strong monitoring, evaluation, accountability, and learning (MEAL) skills.
• Excellent interpersonal, networking, and stakeholder engagement skills.
• Strong organizational and time-management skills.
• Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
• Fluency in Somali and English, both written and spoken.
