TITLE:  Admin/HR Assistant

TEAM/PROGRAMME: HR/Supply Chain

LOCATION: Burao

GRADE: 5

CONTRACT LENGTH: 1 year

 

CHILD SAFEGUARDING: -

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

 

ROLE PURPOSE: The Admin/HR Assistant is accountable for providing quality and efficient HR and administrative support to the Somaliland Programme in the Burao Field Office and provide support to the HR and supply chain team in accordance with Save the Children’s corporate policies.

Role Dimensions: Save the Children operates across all zones in Somaliland and currently has two offices and staff over 180.

 

KEY AREAS OF ACCOUNTABILITY:

Administration

§  Help the HR/Admin in Hotel & venue bookings

§  Process monthly bills for payment to finance

§  Updates the travel board for movement of staff and send updates Area Admin/HR Manager on weekly basis.

§  Manage the reception of visitors to the office and deal with their requirements and maintain a logbook of all visitors and purpose for their visits

§  Liaise with the Office cleaner to ensure that the office is maintained in a clean and tidy state at all times.

§  Perform other related tasks as requested by his/her immediate supervisor.

§  Make accommodation arrangements for staff at recommended Hotels and guesthouses.

§  Maintain a travel board for staff and visitors travelling to and from field offices and other countries.

§  Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies.

§  Comply with all relevant Save the Children policies and procedures with respect to child protection, Health and safety, fraud, whistle blowing, equal opportunities and other relevant policies

 

Human Resource

§  In Close consultation of the Area HR Manager and Field Manager Responsible in managing all aspects of personnel management and ensure implementing good practices of personal management systems

§  Assisting the Field Manger and HR Manager for Facilitate all programme recruitments, and providing guidance to recruiting managers, making available all necessary policy documents/references

§  Support Area HR Manager and line manager in recruitments in the field office: job posting, coordinate with candidate for interviews and testing, arranging folders, venue

§  Help the HR Manager in organizing and planning induction programmes for newly recruited staff, create and administer their personnel files

§  Maintain up to date staff list in your respect field Office and report to Field Manger and HR Manager on monthly basis if any changes of staffing

§  Support in drafting employment contracts/extension for Burao field office of staff and initiate temporary contracts for enumerators and data collectors for project assessments

§  Ensure staff personal files are maintained up to date and kept in locked cabinet to protect the private confidential information.

§  Post positions in the online recruiting system -Taleo and update staff details on Oracle system in regular bases

§  Follow up and maintain performance management and mandatory training related database e.g security, safeguarding, code of conduct & etc… 

§  Support Area HR Manager to produce an annual leave plan for Burao staff and follow up the implementation plans

§  Scan the staff contract for the external audits

§  Address the Audit finding with the support of Area HR Manager

§  Take personal responsibility for correcting staff concerns promptly and un-defensively, responds staff concerns ensuring they are aware of actions are being taken, explaining the rationale for decisions/outcomes and become involved in staff decision making process, while remaining objective and impartial and upholding the ethical principles of Save the Children

§  Assist with the Area HR Manager to process and document sick leave requests ensuring that doctor’s certificate is valid and in line with SCI policy.

§  Work closely with Area HR Manager ensuring that all staff comply with save the Children corporate policies and procedures, including the CSP, Code of Conduct, PSEA, Fraud and dishonestly policy, whistle blow, harassment, Security, Health and Safety.

§  Any other job assigned by the line manager

Skills and qualifications

QUALIFICATIONS 

  • College Diploma in Human Resource, Business Administration, Secretarial Science and or Office Management.
  • Excellent Communication and interpersonal skills
  • Minimum of one year of experience as a Human Resource, Administration or in similar fields.
  • Good English Language Command.

§  Good computer and writing skills.

  • Ability to work under pressure to meet tight deadlines.

Excellent interpersonal and written and oral communication skills

EXPERIENCE AND SKILLS

·         Computer literate

·         A moderate level of written and spoken English and good communication skills in Somali

Desirable

·         The capacity and willingness to be extremely flexible, working away from home, and accommodating in difficult and sometimes insecure working circumstances.

·         Experience of and ability to work of all administration related issues and any other job assigned by the line manager

·         To be flexible and high teamwork personality
