Job description

Job Title: Health Officer

Location: Buur Hakaba, Somalia

Reports to: Health and Nutrition Project Manager

Overall, Purpose of the Role

The Health Officer supports the delivery of life-saving primary health care (PHC) services in Buur Hakaba, a district significantly affected by recurrent drought, water scarcity, population displacement, and disease outbreaks. This position is part of a Somalia Humanitarian Fund (SHF) project aimed Improved access to Life Saving Essential Health services for vulnerable drought- affected communities in Afgooye and Burhakaba districts.

The role focuses on clinical supervision, strengthening quality of care, ensuring adherence to MoH and WHO health protocols, improving referral systems, and supporting an effective humanitarian response to drought-related health needs across 2 fixed health facilities.

Project Overview

This SHF-funded project aims to mitigate the impact of the ongoing drought on communities in Buur Hakaba by improving access to essential health services. The intervention supports:

·       primary health care consultations

·       maternal and reproductive health services

·       treatment of common communicable diseases

·       strengthening outbreak prevention and control (e.g., AWD/cholera, measles)

·       health education and risk communication (RCCE)

·       systems strengthening at health facility level

The project primarily targets drought-affected populations including IDPs, returnees, and vulnerable host communities who have limited access to functioning health services.

Key Responsibilities

1. Clinical Management & Service Quality

·       Provide daily technical support and oversight to SHF-supported health facilities in Buur Hakaba district.

·       Ensure strict compliance with Somalia MoH and WHO treatment guidelines and emergency protocols.

·       Conduct regular on-the-job trainings (OJT) and supportive supervision for clinical staff.

·       Ensure availability of essential drugs, medical supplies, and functional medical equipment.

·       Monitor triage, consultation processes, maternity services, infection prevention and control (IPC), and overall quality of care.

·       Promote best practices in maternal and reproductive health, including correct use of the partograph.

·       Strengthen and monitor referral pathways for obstetric emergencies, severe clinical cases, and other critical conditions.

·       Ensure health education and drought-related IEC materials are displayed and used appropriately.

·       Ensure beneficiaries are aware of feedback and reporting mechanisms.

·       Verify and ensure timely submission of weekly and monthly health facility reports.

·       Ensure that the health facility infrastructure and equipment are well maintained and functional.

·       Attend district level ABC coordination meetings and district level cluster meetings.

2. Staff Management & Capacity Building

·       Supervise, mentor, and support clinical staff assigned to the project.

·       Assess training needs and coordinate relevant capacity-building activities.

·       Facilitate regular staff meetings to strengthen communication, planning, and awareness of project objectives.

·       Ensure that staff rotations, attendance, and duty stations are adhered to.

·       Provide supportive supervision to MOH or facility-based staff for improved service delivery.

3. Communication, Coordination, Representation & Liaison

·       Maintain regular communication with health facility teams, community leaders, and the Buur Hakaba District Health Office (DMO).

·       Serve as the primary liaison between the organization and local administrative authorities (including district commissioners, district council officials, and security actors) to facilitate smooth project implementation and maintain positive community relations.

·       In consultation with the Health & Nutrition PM, proactively engage with local authorities to address any administrative, security, or community-related concerns that may impact project activities or staff safety.

·       Identify and report emerging issues, including shifts in the local political or security landscape, community tensions, or new health threats, to the PM promptly to inform adaptive management and decision-making.

·       Participate in relevant coordination meetings and represent the organization as required.

·       Provide regular updates to the H&N PM on field challenges, caseloads, and service performance.

·       Coordinate with community structures to strengthen RCCE and community-level referral pathways.

4. Logistics & Supplies

·       Coordinate with logistics staff to ensure timely requests, transportation, and storage of essential medical supplies.

·       Train health workers on stock management and proper use of bin cards and stock registers.

·       Submit monthly supply requests on time and ensure consumption reports are accurate.

5. Data Management, Reporting & Monitoring

·       Ensure accurate data collection and verification from health facilities.

·       Enter and manage data using ODK, Excel, or other approved systems.

·       Maintain organized records and ensure proper data backups.

·       Prepare weekly and monthly health reports and contribute to SHF reporting requirements.

·       Participate in joint monitoring and supportive supervision visits.

Skills and qualifications

Qualifications & Experience

Vocational Qualification

·       Higher-level health qualification (Medical Doctor, BSc Nursing, Clinical Officer, or equivalent).

·       Minimum of three years of recent clinical experience.

Work Experience

·       At least 2 years of post-qualification experience in a health-related role.

·       Minimum of 3 years supervising health care services in Somalia or similar context.

·       Experience in PHC, emergency health services, and drought-response contexts strongly preferred.
