SCOPE OF WORK
TITLE: Program Development Officer
DURATION OF CONTRACT: Long-term
LOCATION: Dhusamareb Galmudug Somalia
SUPERVISOR: Field Coordinator
Project Background:
We are a project funded by USAID and implementing projects in Somalia.
Position Summary:
The Program Development Officer (PDO) will support the development, implementation, and close down of the projects activities while coordinating closely with the rest of the Grants Management Unit (GMU, inclusive of Learning, Grants and Procurement teams) to ensure high quality programming reflecting the overall program objectives.
Duties and Responsibilities:
- Identify potential assistance recipients, and work with them to design and develop grant concepts and activities, through networking and outreach, under the overall direction of the Chief of Party (COP), Deputy Chief of Party-Program (DCOP), USAID and other program representatives.
- Maintain oversight of the assigned local activity portfolio – which may include in-kind grants under contract, short-term technical assistance, and direct delivery of goods and services
- Ensure all key program elements are moving forward in a timely manner, in line with the USAID-approved activity and all USAID rules and regulations
- Act as “activity focal point” on activities in your area, including taking ownership of relationships with grantees/local government and key partners necessary for successful activity implementation; leading the activity writing process; and supporting all elements of the activity
- Ensure that procurement, finance, logistics, and programmatic aspects of each activity is being implemented on-time and in accordance with the approved activity and budget, along with USAID rules and regulations
- Submit weekly activity notes, and quarterly report inputs as requested by the FC; submit any other reports requested
- Support the M&E team to conduct activity and outcome level M&E activities in your region, including assisting in collecting photographs and attendance sheets or to conduct key informant interviews or focus group discussions
- Develop and maintain collaborative relationships with local partners, state and local government authorities, international and national NGOs, donors, and other key stakeholders
- Maintain proactive communications with the FC on all relevant programmatic or operational issues
- Conduct regular visits to field sites when needed to support activity development, implementation or close down
- Actively participate in the problem solving and troubleshooting throughout the grant cycle to assure implementation remains within the spirit of the original design concept. Provide technical assistance to grantees and potential grantees as required, throughout the activity cycle, in coordination with other staff.
- Closely analyze the country’s rapidly changing environment on an ongoing basis, and contribute to rolling assessments, strategic review sessions, and recurring meetings, under the overall direction of USAID
- Use the Activity Database to document and monitor activity updates, in close coordination with other GMU team members.
- Coordinate with grants and procurement staff to provide sufficient written information for negotiation memos and all relevant contract documents as possible.
- Other tasks as assigned by supervisor.
Skills and qualifications
Education and certifications:
- Bachelor’s degree in a relevant field required.
Key Position Competencies and Experience:
- Three to five years of relevant experience required.
- Fluent written and spoken English and Somali is required.
- Prior experience working on USAID-funded projects, including recent experience with stabilization, peacebuilding, and/or democracy and governance projects
- Experience in overseeing small activity/grant portfolios working with local partners
- Effective written and oral communication as well as interpersonal skills
- Demonstrated problem solving and analytical skills and good judgement
- Be proactive, have strong prioritization skills, and ability to work cross-culturally
- Possess demonstrated leadership skills, humility, and self-awareness
- Proven knowledge of local and international organizations, Non-Governmental Organizations and community-based organizations implementing relevant activities and programs in country, as well as key governmental actors and stakeholders.
- Experience in working with local organizations on project design, assessing technical and programmatic capacities; implementation of activities preferred.
- Experience and/or good understanding of donor organizations.
- Ability to effectively use computer software and MS Office application applications.
- Ability/willingness to travel throughout Somalia.
