Social Protection Programme Assistant _Djibouti, SSA L5 (Open Only to Djiboutian- 11 months ) (165983)

ORGANIZATIONAL CONTEXT

Towards the over-arching goal of Zero Hunger, WFP is working alongside the Government in the delivery of the PNSF, including the integration of refugee households host community in the PNSF.

JOB PURPOSE

The programme assistant will work under the direct supervision of the Strategic Outcome 2 manager in Djibouti Ville.

He/she will collect, analyse, and report on the implementation of activities linked to the WFP Strategic outcome 2.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Assist in the implementation of activities related to the integration of refugees in PNSF and PASS, the provision of cash assistance to HIV affected households, and the implementation of other interventions linked to PNSF.
  • Undertake field visits to ensure activities are implemented according to the planning.
  • Follow up daily on the implementation of the activities with the MASS and other relevant stakeholders, where necessary.
  • Assist in Planning and conducting periodic meetings with various stakeholders.
  • Ensure that various reports, related to the SO2 interventions areas, are submitted according to established timelines in the legal agreements in place.
  • Perform other related duties as required.

OTHER SPECIFIC JOB REQUIREMENTS

  • Understanding of Agenda 2030 and respective targets – particularly SDG1, SDG2 and SDG17 - and how the work of WFP can contribute to achieving them;
  • Understanding of WFP’s mandate, Country Strategic Planning process, intervention modalities, programme and project lifecycle tools, implementation, monitoring, and evaluation desirable.
  • Ability to facilitate the implementation of safety net programmes led by the MASS with technical and implementation support from WFP, using different modalities.
  • Understand and applies basic principles of engagement with the MASS and other country parts.
  • Ability to work as part of a team, participating in open dialogues and valuing diverse opinions of others, regardless of gender, culture, background, experience, or country assignment.

Skills and qualifications

STANDARD MINIMUM QUALIFICATIONS

Education: First university degree in Public Policy, Public Administration, Public Financing, Economics, Social Science, monitoring and evaluation or other relevant fields.
Language: Fluency in both oral and written French. Fluency in English is an asset.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience : 

  • At least 4 or more years of professional experience in the implementation of social protection programmes
  • Has facilitated communication with technical teams (nutrition, vulnerability and analysis mapping, finance, etc.)
  • Has experience in monitoring emergency programmes. 
  • Experience with WFP is an asset.
