Job description

Job Purpose:
- The purpose of the position is supporting local partners for the implementation of health and Nutrition related activities of the project in line with Concern Worldwide policies and program proposals. Provide effective technical backstopping of the nutrition component of the programme to local partners .The Health and Nutrition Officer is responsible for supporting local partners in undertaking IYCF activities, guaranteeing the efficient and effective integration into CMAM Nutrition programme, throughout assessment of current IYCF practices in the target population, community mobilisation, training and promotion of IYCF practices, thereby maximising the rate of exclusive breastfeeding and improvement of complementary foods given to the target children < 24 months and the overall nutrition status for all children < 5 years in target population
Main duties & Responsibilities:
Project management
- Support Local partners in ensuring nutrition component are well integrated and implemented as per the expected standard in the grass root level.
- Support local partners and key project stakeholders at Kebele and Woreda level through training, monitoring and follow up and to support IYCF project integration with different approaches like PSNP, CMAM and emergency nutrition intervention.
- Support local partners in conducting assessment and identify health and nutrition related problems of the target community and develop appropriate response
- Participate in the plaining, implementation and review of project based activities and propose /plan new appropriate activity in Health and Nutrition sector based on the actual problems of the community;
- Support local partners to prepare detail implementation plan and modality /guideline for Health and Nutrition related activities based on the main project document and ensure its implementation with standard quality as per the agreed timetable.
- Design appropriate implementation modalities and program approach to strengthen sustainability factors;
- Initiate and introduce innovative ideas/approaches and implementation modalities based on the local context into the Health and Nutrition related intervention;
- Promote and ensure the active participation & initiatives of target extreme poor HHs and local community using all possible methods in all aspects of ERNE program activities;
- Conduct capacity building training for local partners on various Health and Nutrition related topics to ensure quality implementation;
- Coordinate with local partners and prepare technical and supportive supervision plan to based on the need assessment for staff under her/his supervision and implement and report on time;
Reporting
- Support local partner Helath and nutrition officers in preparing periodic quality progress reports on Health and Nutrition sector (monthly, quarterly, bi-annually, annually and donor reports);
- Collect and document all progress on Health and Nutrition sector of the implementation of activities (at activity, output and impact level) and maintain project data, record and documents;
Networking and Integration
- Establish/strengthen strong linkage and collaboration with zone and Woreda Health Office in the implementation of health and Nutrition activities.
- Create appropriate linkage; and working procedures and information sharing with local partners and other external stakeholders at the Woreda
Additional Duties
- Perform other duties assigned by the line manager for the accomplishment of programme objectives.
Partnership
- Provide technical backstopping to partners for effective program implementation
- Provide health and nutrition training, and mentoring support to partners, in accordance with partner capacity development plan,
- Work collaboratively and supportively with partners to develop mutual learning
- Acts as prime focal person for health and nutrition of Concern for routine support to the partners
- Support in enhancing partners visibility in the area of operation through cluster meeting and/or other sectoral engagements
Accountability

- actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
- work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
- Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities

Skills and qualifications
Person specification
- BSc degree in (public health or Nutrition) with minimum 4years relevant experience,
- Proficiency in Writing and speaking English and local languages ( Somali, )
- 2 years of relevant experience plus post graduate degree
- NGO experience is a plus
Competencies:
- Ability and willingness to frequently travel and stay at the field
- Ability to work collaboratively with colleagues across the organization developing effective working relationships to deliver outstanding results for target beneficiaries.
- Proven capacity to supervise, train and coach staff and working with Project stakeholders
- Good communication and report writing skills
- Good negotiation skill with government and other agencies
- Good interpersonal skills and team player with sensitivity to cultural diversity
- Ability to work under pressure
