PHP officer (INT8807)

Key Responsibilities:

  • Under the strategic guidance of WASH TL, ensure overall PHE component effective planning and implementation to Humanitarian Response in line with response strategy.
  • Undertake preparation of technical drawing/design and estimates of the appropriate and acceptable water supply system and sanitation facilities across all ongoing and future projects
  • Provide professional and technical leadership to the PHE Assistance (including partners)
  • To supervise, manage and report Oxfam’s all WASH interventions in assigned geography and support the WASH team on project proposal preparation.   
  • To ensure that technical support including on- the job technical training / hand-holding support is provided timely. Supervise and monitor (On site and desk monitoring) of construction of WASH facilities in coordination with MEAL officer
  • Identify WASH response options against context, well informed by robust assessment / analysis, scenario and programme objectives, and provide guidance and support for appropriate response.
  • Closely work and coordinate with livelihood team to ensure effective planning, implementation, and monitoring of interventions through CFW and other relevant components
  • Closely work and coordinate with PHP officer to ensure effective planning, implementation, and monitoring of WASH interventions in an integrated manner
  • To ensure timely processing of supply requests with all necessary technical specifications and other details related to PHE interventions. Closely work and coordinate with logistics team to ensure timely delivery of PHE interventions 
  • Work in close collaboration with partner agency and the local authorities to ensure that participatory approaches are used throughout the project cycle management
  • Require making sound judgments regularly within agreed processes using technical knowledge, a good understanding of the team and the facilities of the team.
  • Supervises the work of contractors, partners, and junior staff often in the area of own specialism.
  • Contributing to project/ programme budget planning and monitoring
  • Assist the WASH/PHE teams in analyzing field and secondary data, feeding the relevant information (clear choices of options, evidence-based advice, and solutions) to the WASH Advisor/WASH TL
  • Seek out and promote opportunities of increasing the effectiveness, efficiency, and problem-solving of the WASH activities, looking specifically at optional technological and other innovative opportunities.
  • Ensure that all PHE activities take gender and protection issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision-making around public health engineering issues.
  • Undertake additional responsibilities given by the department or organization

Skills and qualifications

What we are looking for

Essential:

  • Master of Public Health /BSc in Environment Health Science, Public Heath, Health Officer, or related fields that can added value to the post.
  • Minimum of 6 years working experience in Public Health Promotion, Emergency WASH, public health promotion, community mobilization out of which preferable 3 years of experience working in INGO organization.
  • Experience in emergency response (Drought, AWD and refugee camps) is essential.
  • Experience and understanding of community mobilization in relation to water, sanitation and hygiene activities.
  • Very Good Communication and writing skill of English language.
