Job Title: 
Project Officer – Gender Based Violence (GBV)
Department / division / team: International Department/Eastern Africa Division/ Somalia country program

MAIN RESPONSIBILITIES

The GBV Project Officer is responsible for implementation of the GBV project component within the ECHO funded Multi Sectoral Emergency Response to Drought Affected Vulnerable Populations project. S/he will ensure the project focuses on reducing risk and mitigating consequences related to GBV with a focus on GBV in emergencies and long-term aspects such as transforming social and gender norms that promote GBV and harmful practices in the target locations.
 

  1. Field based assessment, context monitoring, to support project design and adaptation.
    1. Spearhead context monitoring and assessments to inform project implementation and new protection / GBV project development.
  2. Planning and Implementation
    1. Engage with the community and community representatives to understand needs and gaps in GBV programming. 
    2. Support community level planning, coordination, and day to day implementation of community outreach activities and quality GBV case management and Psychosocial Support Services (PSS) by NCA and partners in accordance with GBV guiding principles, Adolescent Girls Safe Space (AGSS) Manuals and Inter-Agency Case Management Guidelines and CEFM guidelines.
    3. Responsible/focal person for all GBV project activities under the ECH project in the target locations
    4. Be responsible for WGSS programming and male engage activities across the target locations.
    5. Support GBV cases received at WGSS and identified in the community through referrals for case management services to respond to the needs of clients and provide them information and resources to access services.
    6. Incorporate a survivor/client-cantered approach in all GBV activities.
    7. Ensure strict adherence to confidentiality for all case-related information; protect the identities of clients in the design and implementation of all activities.
    8. Assess the knowledge and utilization of health and other services available for survivors of GBV. 
  3. Monitoring and reporting.
    1. Responsible for programme implementation, monitoring, evaluation, and reporting of GBV related projects and interventions.
    2. In collaboration with the MEAL team, support the collection of community level data and contribute to quality project reporting consistent with the indicator targets for prioritized outputs and outcomes.
    3. Ensure timely submission of reports in accordance with donor requirements and regulations.
    4. Ensure updated filing and documentation of GBV cases in line with NCA tools.
    5. Responsible for careful monitoring of security status in areas of operation.
  4. Coordination and Networking
    1. Build strong networks with local service providing agencies in operational areas, especially other GBV and health partners.
    2. Work closely with other GBV staff/partners to ensure awareness of services in the community, facilitate referrals into and out of the community centres (WGSS), and to support clients on GBV protection related needs.
    3. Represent NCA in relevant coordination forums including Protection and GBV and provide updates of NCA’s response.
    4. Develop working relationships with relevant stakeholders including community leaders, government actors, and NCA partners.
    5. Interact with relevant government agencies and other organisations for further coordination of AGSS activities, when required.
  5. Staff and Partner capacity building
    1. Assist in capacity assessment and training for partners and NCA staff and support in designing and rolling out capacity building activities and trainings plans on GBV and ensuring ongoing coaching and mentoring through close monitoring of partners and NCA GBV activities.
    2. Alert GBV Advisor of any gaps in process, tools, or staff capacities to meet the needs of clients or ensure confidentiality and survivor-centered care.
  6. Supporting country programme in rolling out PSHEA 
    1. As PSHEA and CS Focal Point for the project, support NCA senior management in meeting their responsibilities and commitments related to NCA’s PSHEA and CS policy.
    2. Train and raise awareness on PSHEA and CS for the project staff and relevant project stakeholders.
    3. Handle and coordinate complaints/allegations of SHEA and child abuse and ensure that complaints mechanisms and support structures are operational. 
    4. Support the set-up and management of the complaints and reporting mechanism and support structures.   
    5. Represent NCA in relevant in-country networks connected to PSHEA and/or CS work.  
    6. In liaison with Area coordinator oversee the Satellite office administration tasks
    7. Supervise Project field Assistants, Data Entry clerks for beneficiaries’ registration, office cleaner and Security guards in their respective satellite Offices.
    8. The Project officer will be responsible the day-to-day tasks in the satellite offices.
  7. Any other duty assigned to you by your line manager(s)

Skills and qualifications

EXPERIENCE AND SKILLS REQUIRED

  • Qualifications, Skills, and Experience:
  • Bachelor's degree in Development Studies, Psychology, Sociology, Gender studies or any other relevant field. Postgraduate qualifications in relevant field will be an added advantage
  • Minimum of 5 years' relevant work experience in GBV or Protection programming in Somalia context, 2 of which should be with a INGOs and/or UN agencies
  • Adaptable and capable of working well under pressure.
  • Ability to work in a team setting, as well as independently with minimal supervision.
  • Good community entry, communication, and mobilization skills
  • The candidate should be able to speak fluently in Somali language.

How to apply

Work Environment/Travel:
Work environment:  Based in Garowe with 90% field presence with frequent travels to meet beneficiaries and project locations.
Travel: Considerable amount of travel is required within the project areas in Puntland.
Contract period: 12 Months with the possibility of extension subject to donor funding.
Salary: According to NCA salary scale.
