HR & ADMINISTRATION MANAGER
Location: Garowe, Puntland, Somalia
Reports to: Chief Executive Officer
Type: Full-time
Position Overview
The HR & Administration Manager ensures that Emaad’s operations run with efficiency, structure, and professionalism.
This role establishes a people-focused culture, manages recruitment and compliance, and ensures all administrative systems support the company’s strategic ambitions.
Key Responsibilities
Design and implement HR policies, organizational structures, and performance management systems.
Manage full recruitment cycles, onboarding, and professional development programs.
Oversee payroll, benefits, and compliance with Somali labor regulations.
Supervise administrative functions including office management, logistics, and vendor contracts.
Drive initiatives that foster employee engagement, retention, and company culture.
Maintain accurate personnel records, leave management, and HR databases.
Advise leadership on workforce planning, compensation, and organizational development.
Skills and qualifications
Qualifications
Bachelor’s degree in Human Resources, Management, or Business Administration.
Minimum 6 years of experience in HR and administration, preferably within real estate or
corporate settings.
Strong leadership, discretion, and interpersonal communication.
Sound knowledge of labor law and organizational governance.
