The Government of Somaliland has received financing from the World Bank toward the cost of the Food Systems Resilience Program for Eastern and Southern Africa (Phase 3) FSRP and intends to apply part of the proceeds for consulting services.
The Consulting Services (the Services) include providing technical support for the establishment of Range and Forest Associations (RFAs), development of watershed management and erosion control guidelines, and preparation of regulations/bylaws for community-driven enforcement of rotational grazing regimes under Subcomponent 2.2: Rangeland Management. The successful Consulting Firm will support participatory community-based rangeland restoration, climate-resilient practices such as reforestation, rotational grazing, and soil and water management, including priority rangeland management investments across four targeted grazing reserves/rangelands: Nasiye in Togdheer Region, Bookh and Wadhka in Sahil Region, and Damal in Maroodijeex Region.
The assignment includes participatory rural appraisals, remote sensing and GIS mapping, community surveys, focus group discussions, and stakeholder consultations, while the final and most suitable methodology will be proposed by the successful consultancy firm. To ensure sustainability and knowledge transfer, the successful consultancy firm will provide a 4-days training workshops on the developed guidelines for the government staff and communities, including support for establishing and strengthening Range and Forest Associations and rest-rotational grazing reserves. The Somaliland Food Systems Resilience Project (SL-FSRP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. This includes brochures, a description of similar assignments, experience under similar conditions, and evidence of the firm’s technical and managerial capacity.
Skills and qualifications
The shortlisting criteria are as follows:
1. Core Business and Years in Business: The consulting firm must have a core business of at least seven (7) years of operation in providing consultancy services to government or private sector organizations/NGOs with specific focus on project management, strategic development for business, community-based organizations, and natural resource management.
2. Experience in Similar Assignments: The consulting firm should have successfully completed at least two (2) similar assignments involving natural resource management, establishment of community associations, development of guidelines and regulatory frameworks, and capacity building programs with donor-funded projects. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount, and financing sources.
3. Experience of relevant services in an environment similar to that of Somaliland and/or East Africa is required.
4. Technical and managerial organization of the firm: Provide only the structure of the organization. (Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s
Procurement Regulations for IPF Borrowers dated July 2016, revised November 2017, August 2018,
November 2020, September 2023 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but they should indicate clearly whether the association is a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall jointly and severally liable for the entire contract If selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
