Position Summary
Job Title: Research and Evaluation Coordinator
Reporting to: Research and Evaluation Manager
Functional Relationships: RED teams (Regional and country offices)
Location: Hargeisa, Somaliland
Contract Type: Fixed Term - One year
Duties and Responsibilities
Monitoring, Evaluation & Research:
- Coordinate the design and implementation of robust RE systems for Foundation's existing and future programs in Somaliland, with a focus on education, water, productivity, and employment.
- Coordinate daily research and evaluation operations across all program sites, including urban and rural areas.
- Coordinate the implementation of innovative and rigorous studies for specific projects and execute the monitoring system to track progress across all projects and address requests related to various initiatives.
- Provide technical advice on evaluation framework and contribute to the development of survey instruments with appropriate key performance indicators.
- Assessing program implementation progress in the field on a regular basis against each program's own monitoring framework.
- Translate and digitize survey tools, questionnaires, and procedures for program evaluations and assessments.
- Recruit, train, and orient enumerators in alignment with Pharo's missions, programs, and RED survey protocols. Conduct comprehensive training sessions covering survey instruments, procedures, and other relevant considerations.
- Initiate, lead and coordinate baseline studies, assessments, midterm surveys and final evaluations.
- Ensure appropriate internal communication and feedback systems are in place and functioning to allow M&E findings inform programme planning and implementation.
- Collect data on a regular basis to measure achievement against the performance indicators.
- Assisting and testing survey tools.
- Supervising and training field workers.
- Coordinate field personnel in gathering social and economic data.
- Ensure that data collection is carried out to the best possible standard in accordance with the RED standards, procedures, and protocols.
- Cleaning, maintaining, and uploading data are all examples of data analysis support.
- Regular visits to project locations in Burao, Sheikh, Berbera, and Gabiley districts.
2) Institutional / Administrative
- Facilitating the smooth communication between the RED field team and program teams.
- Making sure that the local programme teams are on board with the RE protocols.
- Keeping the RE Manager and other RE team members informed about the progress on local projects.
- Organizing and facilitating field research trips for team members to all program sites.
- Coordinate the Research and Evaluation field assistants and the enumerators in Somaliland.
Required Skills and Attributes:
- Strong technical skills in monitoring and evaluation framework design and implementation.
- Superior attention to detail.
- Solution-focused and eager to take initiative.
- Ability to articulate complex ideas, summarize problems, and identify key lessons, clearly and effectively.
- Proficient with survey platforms, like Kobo Collect or Survey CTO.
- Proficient with statistical tools, like Stata, and R.
- Ability to coordinate field surveys, focus groups, and randomized evaluations.
- Ability to multitask and balance multiple work assignments.
- Most importantly, excellent interpersonal skills. In this position, you will be required to work efficiently with teams in a variety of different locations and contexts.
Skills and qualifications
Required Qualifications:
- Bachelor’s or master’s degree in social science, Economics, Statistics, or a related field.
- Strong track record of outstanding academic performance.
- Minimum of 3 years of fieldwork management experience.
