Assignment : Strengthen Remote Legal Assistance via Hotlines and Digital Platforms
1. ABOUT NAFIS NETWORK
Network Against FGM/C in Somaliland (NAFIS) is a non-political, non-governmental, and humanitarian network. NAFIS was established in November 2006 in Hargeisa, Somaliland, by several local NGOs working to eradicate FGM/C. Currently, NAFIS has 20 member organizations operating in all the regions of Somaliland. As the only nationwide network of its kind, the primary purpose of NAFIS is to combat all forms of FGM/C in Somaliland through coordination and networking, policy framework, research, documentation, capacity building for the key stakeholders and media awareness.
2. ABOUT THE PROGRAMME
The NAFIS network, in close collaboration with the International Development Law Organization (IDLO) and the Ministry of Justice (MOJ), is promoting Access to Justice by establishing and operationalizing Alternative Dispute Resolution (ADR) Centres in Hargeisa, Togdheer, Sool, and Sanaag under the Program ‘Strengthening the Social Contract through Access to Justice in Somaliland’ funded by the Government of the Netherlands. The program aims to foster a social contract in Somaliland by increasing the legitimacy of justice institutions. The overall goal of the program is expected to be achieved through three (3) intermediate outcomes: (1) improved access to an Alternative Dispute Resolution(ADR) mechanism and referral pathways, especially for vulnerable groups; (2) enhanced access to formal justice for vulnerable groups through holistic support to gender-based violence (GBV) survivors and affected communities; and (3) increased participation of citizens in Somaliland in accountability processes relating to the provision of security and justice. The specific mandate of each Centre is to facilitate the practice of ADR and settle claims and disputes at the community level, facilitating and increasing access to justice for the local population, particularly vulnerable categories.
3. Objectives
In 2023 the Damal Programme established a functional hotline and remote legal assistance mechanism serving individuals in remote, hard-to-reach, and conflict-affected areas of Somaliland.
This service has been critical in ensuring access to justice for women, children, persons with disabilities, and other vulnerable groups who are unable to physically reach ADR Centres.
The training will update staff skills in survivor-centred communication and introduce new and emerging legal issues, ensuring the service remains relevant, safe, and effective in a rapidly evolving digital and legal environment.
4. Scope of Work
The Training Facilitator will be responsible for the following:
A. Training Design and Preparation
- Review relevant programme documents, hotline SOPs, and referral protocols
- Develop a context-appropriate refresher training curriculum tailored to existing hotline and remote assistance staff
- Prepare training materials, presentations, case studies, and practical exercises
B. Training Delivery
Deliver refresher training sessions covering, but not limited to, the following areas:
Core Refresher Topics
- Effective communication and active listening in remote legal assistance
- Survivor-centred and trauma-informed approaches
- Crisis intervention and psychological first response
- Ethical documentation, confidentiality, and informed consent
- Handling GBV, child protection, and disability-related cases through remote platforms
C. Post-Training Support
- Facilitate reflection sessions and lessons learned
- Provide practical recommendations to improve hotline service quality
- Submit a brief training report with key outcomes and recommendations
5. Duration
The assignment will be conducted over a total of eight (8) working days, inclusive of travel days. Within this period, the Training Facilitator will deliver two (2) full day refresher training at each of the following ADR Centres:
- Burao ADR Centre
- Erigavo ADR Centre
- Hargeisa ADR Centre
The remaining days will cover preparation, travel between locations, coordination with programme partners, and submission of the training report. The training will be delivered in-person and tailored to the operational realities of each ADR Centre.
6. Deliverables
The Training Facilitator will be responsible for delivering the following outputs within the eight (8) working days of the assignment, inclusive of travel days:
- Training Design Package: A refresher training agenda and session plan, including updated content on remote legal assistance, hotline services, GBV, child protection, disability inclusion, online harassment, cross-border legal issues, and relevant new legislation.
- Training Materials: Comprehensive training materials, including presentations, handouts, case studies, and practical exercises tailored to hotline and remote legal assistance staff.
- Delivery of Refresher Trainings: Successful delivery of three (3) two-day in-person refresher training sessions, conducted at:
- Burao ADR Centre
- Erigavo ADR Centre
- Hargeisa ADR Centre
- Training Completion Report: A concise report summarizing training objectives, sessions delivered, participant attendance, key learning outcomes, challenges encountered, and practical recommendations to strengthen remote legal assistance and hotline services.
- Attendance Records and Documentation: Signed participant attendance sheets and photographic documentation from each training session.
- Consultancy Time Sheet: A completed and signed time sheet detailing days worked, activities undertaken, and travel days, submitted together with the final training report.
7. Reporting and Supervision
The Facilitator will work under the leadership of MOJ, in close coordination with the NAFIS Network. All deliveries will be submitted both for review and approval.
Skills and qualifications
1. Qualifications and experience
The Training Facilitator should meet the following minimum qualifications and experience:
· Advanced university degree in Law, Human Rights, Social Work, Psychology, International Development, or a related field.
· At least 5 years of proven experience in facilitating training related to remote legal assistance, hotline services, GBV response, child protection, or access to justice programmes.
· Demonstrated experience in delivering capacity-building or refresher training for hotline staff, legal aid providers, social workers, or justice-sector actors.
· Strong understanding of survivor-centred and trauma-informed approaches, including crisis intervention, active listening, ethical documentation, and confidentiality.
· Practical knowledge of GBV, child protection, disability inclusion, and emerging issues such as online harassment and technology-facilitated abuse.
· Familiarity with Somaliland’s justice system and experience working with ADR Centres, the Ministry of Justice, or similar institutions is a strong asset.
· Excellent facilitation, communication, and interpersonal skills, with the ability to engage participants using interactive and practical methods.
· Fluency in Somali is required; strong working knowledge of English is essential for training materials and reporting.
· Demonstrated commitment to safeguarding, PSEA, and ethical service delivery in humanitarian or justice-sector contexts.
