Job description

TITLE:  Project Coordinator – Climate Smart Education Systems Initiative (CSESI) Project

TEAM/PROGRAMME: Education

LOCATION: Hargeisa

GRADE: TBC

CONTRACT LENGTH: 10 Months 

CHILD SAFEGUARDING:

Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

 

S/he will work closely with the Somaliland Ministry of Education Science and will play an integral part of the delivery of the Climate Smart Education Systems Initiative, for which Save the Children is the grant agent, supported by the Global Partnership for Education (GPE).

 

ROLE PURPOSE:

Jointly MOES and Save the Children are seeking a Project Coordinator to support the effective implementation, coordination, budget utilization, supervision and representation of Climate Smart Education Initiative. The program aims to enhance the system capacity of the MOES to mainstream climate change adaptation and environmental sustainability into the education sector in seven key domain areas of evidence-based policies and planning; cross-sector and internal coordination; access to climate finance; climate data and evidence for education planning; safer and greener infrastructure; school safety and educational continuity; curricula, pedagogy and teacher training. Other key stakeholders of the project include Ministry of Environment and Climate Change; Ministry of Works and Housing and NADFOR

The position holder will be expected to facilitate documentation of the process, lessons, and best practices and use of evidence to inform better programming of sustainable climate change programs in Somaliland education system. He/she will support with advocacy and influencing, while driving strategic partnerships for new identification of new investors in the field of climate change in education. 

SCOPE OF ROLE: 

Reports to and role dimensions:  the position holder will be based at MOES and directly reports to the Director General for the MOES and technically to the Education & CP Program Manager SCI Somaliland. Under the supervision and technical support from SCI education & CP program Manager the position holder will closely work with relevant, SCI, MOES, MECC, NADFOR, international and local consultant teams involved in the delivery of the program.

KEY AREAS OF ACCOUNTABILITY:

Program delivery and leadership role

  • Take the lead role in the planning, implementation and management   of CSESI interventions

·         Provide technical support and guidance to all relevant Ministries and other agents involved in the delivery of Climate Smart Education Initiative (CESSI). The key focus is to strengthen their planning, implementation, monitoring, evaluation and reporting systems on all CESSI undertaken by the project

·         Oversee and directly support the implementation of project activities carried out by all partners engaged in this program by developing and using sound Detailed Implementation Plan (DIP), (ii) monthly and weekly work plans, (iii) Budget advances and (iv) S TOR for each activity on Climate Smart Education Initiative.

·         Specifically oversee project activities budget expenditures and ensure they are allowable and in line with Save the Children and donor regulations including supporting partners to review monthly Budget vs. Actual and expenditure and provide technical assistance based on needs.

·         Support the MoES and SCI to develop and execute joint realistic and appropriate project implementation, procurement, and budget phasing plans for the Climate Smart Education Initiative

·         Work collaboratively with MoES, Save the Children and other key partners to document project achievements, identify gaps and address them accordingly.

·         Facilitate the utilization and integration of project knowledge, outputs/deliverables to enhance education systems resilience to climate change across the seven domains covered by the project

·         Provide technical support for the Education sector to coordinate effectively with other sectors around climate change policy and programming (including disaster risk mechanisms), and is able to access increased climate financing for education sector activities

Program Quality

·         Ensure that the implementation of the Climate Smart Education initiative is in line with national government and global strategic priorities of SCI

·         Facilitate evidence generation, documentation of lessons and best practices and disseminate widely to raise visibility of the initiative 

  • Identify and document climate smart education initiative achievements/successes, lessons learned, case studies and best practices and ensure key project problems, challenges and gaps are brought timely to the attention of the senior CSESI leadership for discussion, review and timely strategic decisions
  • Work with the key stakeholders (Save the children and Government) to ensure there is meaningful participation of children and communities in relevant aspects of the Climate Smart education interventions.
  • Initiate/facilitate program learning across all relevant ministries and stakeholders to promote networking and coordination, coherence, and cross learning.
  • Ensure that the MoES and other key education partners engaged in the program are aware of safeguarding and that children and adults’ beneficiaries are protected from all forms of abuse perpetuated by staff, partners, and other SCI representatives

 

Monitoring, Evaluation, Accountability and Reporting

·         Management and supervision of effective implementation, delivery, and evaluation of the Climate Smart Education Initiative CESSI)) activities.

  • In collaboration with SCI MEAL Support the MoES to develop SMART indicators for the Climate Smart Education initiative.
  • Conduct regular monitoring of Climate Smart Education activities including taking corrective action where necessary in collaboration with SCI and MOES Monitoring, Evaluation, Accountability and Learning (MEAL) teams
  • Gather evidence, lessons, challenges and gaps and work with Technical specialists and other staff to assist in the development of new project concept notes, proposals and the evaluation and documentation of project activities.
  • Ensure timely production of activity/events reports as well as monthly reports and project briefs 
  • Plan and host high level donor field visits and distil key findings and recommendations for sharing with key relevant stakeholders.

·         Support design and implementation of the complaints and feedback mechanisms to promote transparency and accountability system.

 

Partnership, Advocacy and Coordination

·         Actively participate in high level advocacy meetings to raise visibility of the Climate smart education initiative.

·         Advocate for increased investment in Climate Education in collaboration with key stakeholders

  • In collaboration with SC, MOES, external consultants and other stakeholders of CSESI, coordinate the effective delivery of the Climate Smart Education initiative in Somaliland, leading to government ownership and sustainability
  • Ensure close coordination with all relevant program stakeholders including government, agencies and others to ensure complementarity and synergy; knowledge sharing and tracking of issues along program implementation.
  • Build partnerships and facilitate regular coordination meetings between MoE, SCI, and other key ministries to enhance participation, ownership, and sustainability of the project.
  • Lead the compilation and dissemination of the national Networks and TWGs minutes, reports and data related to the project.
  • Represent Save the Children in interagency working groups, including meetings, joint monitoring visits, coordination meetings and use information for program quality enhancement.
  •  Liaise closely with other actors in education, child protection, health and nutrition sectors on issues related to climate change. 
  • Develop compelling messaging and materials in liaison with ACCM team to raise awareness on the climate smart education initiative.
  • Coordinates with MEAL and ACCM in identifying and documentation of case studies, success stories and good practices in policy influencing emerging from the project interventions.

Skills and qualifications

QUALIFICATIONS, EXPERIENCE AND SKILLS

·         Bachelor’s or master’s degree level in Education, Environmental Sciences, and any climate related fields

·         At least 3 to 4 years’ experience working in education, policy and planning, advocacy, coordination, and financing

·         Proven experience working with Somaliland government ministries, international organizations, and NGOs.

·         Demonstrated understanding and experience in Somaliland education system, climate change adaptation, disaster risk reduction, or environmental sustainability is highly desirable.

·          Ability to interact skillfully and diplomatically with a wide range of stakeholders, both domestically and internationally.

·          Demonstrated program development and proposal writing skills.

·         Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform.

·         Proficiency in writing technical and programmatic reports that document program direction and results.

·         Experience initiating programs at national level and interacting with various senior structures.

·         Ability to represent and negotiate persuasively and diplomatically with multiple and varied government and other key stakeholders.
