TERMS OF REFERENCE (TOR)
HEAD OF IT SUPPORT UNIT
1. Position Title: Head of IT Support Unit
2. Duty Station: Hargeisa, Somaliland
3. Reporting to: Director of Administration & HR (Works closely with the Academic Vice President, Campus Managers, and Deans)
4. Purpose of the Position
The Head of IT Support Unit is responsible for managing and supervising all IT support services at Admas University. The role ensures that the university’s information technology infrastructure, systems, and services function efficiently to support academic, administrative, and research activities.
5. Key Responsibilities
IT Support & Service Delivery
•    Provide leadership in planning, implementing, and maintaining IT support services across the university.
•    Supervise IT staff, including lab coordinators, technicians, and support officers.
•    Ensure timely troubleshooting and resolution of hardware, software, and network issues.
•    Oversee user support services for staff, lecturers, and students.
System & Network Management
•    Manage and monitor university IT infrastructure including servers, networks, and internet connectivity.
•    Ensure the security, reliability, and integrity of IT systems, including firewalls, antivirus, and backup systems.
•    Coordinate with internet service providers and vendors to ensure consistent service.
Academic & Administrative Support
•    Ensure smooth operation of IT labs, online learning systems, and digital resources.
•    Support the implementation of University Management System (UMS)
•    Facilitate training for staff and students on IT tools, applications, and systems.
Policy, Planning & Development
•    Develop and enforce IT policies, procedures, and guidelines.
•    Plan and implement IT upgrades, innovations, and digital transformation initiatives.
•    Manage IT procurement in collaboration with the Procurement and Finance Departments.
•    Prepare reports on IT operations and future needs for university leadership.
Compliance & Security
•    Ensure compliance with university IT policies and national data protection regulations.
•    Implement cybersecurity best practices and conduct regular system audits.
•    Develop disaster recovery and business continuity plans for IT systems.
6. Expected Deliverables
- Reliable and secure IT infrastructure supporting university operations.
- Regular IT performance and incident reports.
- Training and support programs for staff and students.
- Updated IT policies and procedures.
- Annual IT development plan with budget forecasts.

Skills and qualifications

7. Qualifications & Requirements

- Master’s degree in Information Technology, Computer Science, or related field.
- At least 4 years’ progressive experience in IT support and system administration, with 2 years in a supervisory/managerial role.
- Strong technical knowledge of IT infrastructure, networking, system administration, and cybersecurity.
- Proven leadership, planning, and project management skills.
- Excellent communication and interpersonal skills.

9. Duration of Appointment
