Oxfam’s work in Somalia and Somaliland covers both humanitarian and development spheres, with most programming delivered in Hargeisa and eastern Somaliland, both directly and with partners. The humanitarian component focuses on delivery of water, sanitation and hygiene (WASH), food security (particularly cash grants) and protection, in response to persistent, intense drought that has decimated livelihoods – primarily pastoralism, and caused mass displacement. The development component focuses on women and youth empowerment, economic inclusion, influence in decision- making and access to justice, primarily through three multi-year programmes.

The Roles

To support Oxfam country program in Somalia/Somaliland by providing specialist, strategic and operational advice and support on security management and liaison with various government departments/ officials about registration and coordination.

• Graduate or Masters’ Degree in a related subject or relevant experience.
• Excellent analytical, reporting and representation skills.
• 5+ years working experiences in security management and government liaison field.
• Background service of military/ police and/or coordination with civil government with position of responsibility is desirable.
• Experience of working in security management in a conflict environment.
• Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
• Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
• A sound understanding of the importance of gender.
• Willingness to travel at short notice and in sometimes-difficult circumstances.
• Strong understanding of local context, culture, and ways of working in clan-based society
• Strong personality to lobby with government, negotiation and influencing skills
• Committed to Oxfam principles
