Business Development/Fundraising Consultant

Digaale IDP Community Settlement Project (DICSP),

Hargeisa, Somaliland

Background, Purpose, and Objectives

Since 2011, Alight (formerly American Refugee Committee) has been serving people affected by protracted conflicts, climate crisis, and prolonged poverty conditions throughout Somalia/Somaliland. Our interventions have included several strategic infrastructure projects, revitalization of local economic development (LEDs) of urban cities in particular, returnees, IDPs and urban-poor neighborhoods with integrated socio-economic and infrastructure development such as shelters, renewable energy putting emphasis on solar power solutions for households and productive use, construction/reconstruction of the educational and health facilities and overall humanitarian assistances to those in dire need.

Alight and the Hargeisa Local District Council (HLDC) entered a formal partnership for providing support to sustainable urban development in Hargeisa. Alight and HLDC are currently undertaking a comprehensive study on a sustainable urban development plan that would produce a guiding document called Strengthening Social infrastructure at Hargeisa IDPs Settlements targeting 18 IDPs settlements in Hargeisa.

The city of Hargeisa, the capital of Somaliland, is a rapidly expanding metropolis. Over the years, it has become host to various population groups that have been displaced as result of conflict, insecurity, or recurrent droughts, and those who migrated to the city for economic purposes because they are attracted to the prevailing peace, stability, and democracy in Somaliland. The City of Hargeisa hosts a total of 18 temporary IDPs settlements with a total IDP population of approximately 16,000 households and additional 1,000 households of economic migrants from neighboring Ethiopia. At an average of 6 persons per household, the IDP population in the 18 camps is estimated at 140,000 persons of whom 75% are children. This is equivalent to 10% of Hargeisa city population estimated at 1.5 million inhabitants.

The study also found out that the settlements are overcrowded, with poor basic public service delivery and a lack of proper planning. The district authorities, therefore, plan to help integrate this population into the mainstream local district communities through well planned integrated durable solutions.

Alight and the HLDC are teaming up to address these challenges through improved IDP settlement planning, improved urban environment and basic public service delivery, public infrastructure upgrades, adequate and affordable housing, and enhanced land management and land information systems.  

In this regard, Alight is planning to hire a Business Development and Resource Mobilization consultant who would develop and lead the fundraising strategy. As this is a joint effort, the successful candidate will be working in close collaboration with Office of the Mayor and the Alight Horn of Africa team.

The consultant will be primarily responsible in:

  • Mapping potential funding sources –traditional/non-traditional as well as local and non-local potential donors; and
  • Engaging the local private sector, development partners and international organizations in mobilizing funds for this initiative.
  • Support to the District Council of Hargeisa to prepare prototype durable solutions for displaced communities to improve the living conditions of the IDP population and the built environment of the city of Hargeisa.

Digaale IDP Community settlement Project.

Digaale Community Settlement was selected as a pilot scheme. The settlement is inhabited by 820 families or approximately 7,000 people. The overarching planning consideration in the design of the scheme was guided by the vision undergirding the Durable Solutions:

  1. Human dignity
  2. Housing development and efficient land-use
  • Sustainable livelihood and self-reliance
  1. Comprehensive neighbourhood development/ Social integration
  2. Integrated social infrastructure and service provision
  3. Urban population resilience to environmental vulnerability and climate change

The proposed initiative aims to support the District Council of Hargeisa to prepare prototype durable solutions for displaced communities through:

  1. Plans to integrate the IDPs into the local communities through durable solutions.
  2. Partnership between Alight and the HLDC to develop a model plan with emphasis on:
    • Social infrastructure upgrade,
    • Improved urban environment and basic service delivery,
    • Adequate and affordable housing,
    • Enhanced land management and land information systems, and
    • Access to infrastructure that supports economic recovery and progress,
    • Lessons for subsequent resettlement of IDPs,

The pilot scheme aims to build 820 units at an estimated cost of $15,000 per unit comprising of three rooms, living area and a shared toilet a total cost of $12.3 Million. In addition to the supporting infrastructure such as upgrading of road, water and sanitation, markets and other public facilities, it is estimated that the proposed initiative will cost approximately $20 million

Key Deliverables:

  • Create valuable content to promote and raise awareness of the mayor’s initiatives to wider audience including the public, private sector, and potential donors.
  • Design effective resource mobilization strategy and action plan.
  • Identify and engage potential donors both locally and internationally to secure financial and material resources needed for the project.
  • Assist Alight and the Mayor of Hargeisa in organizing resources mobilization events and outreach campaigns to interested parties and potential donors.
  • Assist in the development of fundable infrastructure development projects with well-defined objectives and outcomes.
  • Achieve the project’s fundraising goal/target of 20 million dollars.

 

Skills and qualifications

Required Experience:

  • Extensive experience in communication, marketing, business development and resource mobilization and working in public private sector partnerships development.
  • Demonstrated successes in developing successfully funded proposals.
  • Sound knowledge of the private sector and business environment in Somaliland and the Horn of Africa in general.
  • Familiarity with the local context and dynamics of the city of Hargeisa, the work of the Hargeisa Local District Council and the plight of displaced population in Hargeisa.

Time frame

The work of the consultant is required for a period of six months. This time frame can be modified according to project needs.
