Job Title: Women Rights, and Protection Coordinator

Directorate:  Programmes and Policy

Job Family: 

Reports to: Country Program Manager

Grade:

Duty Station: Hargeisa with regular travels to various intervention sites both within and outside of Somaliland.

Direct Reports: Project Officers, Field Assistants, Enumerators, etc.

Job Roles

Role Overview:

The Women’s Right and Protection Coordinator is responsible for providing overall leadership, guidance, management, coordination, and technical support to ActionAid’s programming on women’s right and protection in Somaliland. S/he will lead our efforts to meet protection needs of people affected by conflicts, natural/man-made disasters, reducing risk of gender-based violence, and mainstreaming protection throughout the ActionAid response. S/he will be the responsible for overseeing the effective implementation of key organizational policies including but not limited to Sexual Harassment, Exploitation and Abuse (SHEA) at work policy, Protection from Sexual Exploitation and Abuse (PSEA) and overarching Safeguarding policies to ensure safe programming at all levels of operation.

Accountabilities

Key Accountabilities / Responsibilities:

Key Activities

Program management

·         Coordinate women’s rights and protection engagements and provide strategic leadership, management, and policy directions for the country.

·         Support partners and right holders in promoting women’s socio-economic, legal, and political rights.

·         Promote protection programming across all levels of AA intervention by actively contributing to all reviews, appraisals, and proposal developments.

·         Develop annual plans and budgets with the partners and right holders.

·         Oversee project cycle management (planning, implementation, monitoring, and evaluation) for women rights and Protection related projects

Resources Management

·         Ensure effective resource mobilization, utilization and management for women’s rights and protection activities.

·         Monitor budget utilization for women rights and protection activities.

·         Liaise with finance team on project costing and budgeting in line with requirements for women rights and protection activities.

·         Review partner narrative and financial reports and support Finance in reviewing of all legal documents – agreements, MoU, etc for women rights and protection activities.

Relationship Building and networking

·         Deepen the relationship with the target right holders and their institutions, CSOs and duty bearers while ensuring women rights-centred approach.

·         Represent ActionAid in the stakeholder Protection coordination meetings.

·         Creating effective structures and linkages between AA, the community, women coalitions, government, and other stakeholders within the local, regional and national level.

·         Support the team on beneficiary selection process and verification.

Capacity building

·         Ensure relevant trainings are provided to right holders on women rights and protection.

·         Training on gender concepts, practices and theories to promote gender equality and women’s empowerment to right holders, Government, AAI staff and partner staff .

·         Develop standardised training guides to improve skills and attitudes towards women's rights and protection.

Monitoring and Evaluation

·         Carry out regular supervision, monitoring and evaluation on women rights and protection related activities.

·         Produce regular women rights and protection programme reports.  

·         Effectively ensure documentation of all activities for learning and wider sharing.

·         Monitor impact and progress of programmes against milestones and indicators for women rights and protection programmes.

Conflict Resolution

·         Proactively manage foreseen risks and mitigate.

·         Support in any escalated community conflicts at the regional and governmental level.

Fundraising

·         Develop high quality women’s right and protection concept notes and proposals with stakeholders and other team members.

·         Participate in proposal development teams and ensure streamlining gender, women’s right and protection activities are incorporated as applicable. ..

People Management

·         Provide staff oversight by reviewing individual work plan, managing performance, providing induction, training, coaching, mentoring and advice.

·         Ensure effective team building.

·         Supervise the project officers and women rights facilitators

·         Perform other functions that will be assigned by management from time to time.

Skills and qualifications

Education & Experience

·         Master’s degree in Gender studies, social sciences, or other relevant areas

·         Minimum 5 years of relevant experience in women rights and protection programme and working with INGO/NNGO.

·         At least three years’ experience of leading national level advocacy and campaigns for women’s rights/protection

·         In depth knowledge of current debates and thinking on women’s rights and protection in disaster and conflict prone situations

Essential knowledge and skills

·         Familiarity with the women rights and protection related challenges in the country

·         Excellent analytical and strategic planning skills

·         Good contacts and relationships with women’s rights and protection networks and movements.

·         Experience in leading advocacy, research, monitoring, and campaigns.

·         Excellent spokesperson and proficiency at dealing with media.

·         Knowledge on project management cycle

·         Community development skills

·         Knowledge of MS Office suites.

·         Effective time management, conflict management and negotiation skills

·         Risk Orientation

·         Capacity building and training skills

·         Proficiency in English and Somali

·         Coaching and mentoring skills
