Dear Potential Partners,
Pharo Foundation is pleased to invite qualified and experienced medium to large-sized Architectural and
Engineering Consulting Firms to submit applications for prequalification for upcoming infrastructure design and
construction supervision assignments.
The nature of the anticipated assignments requires the selected consultant(s) to assemble a highly qualified
multidisciplinary team with sufficient size, technical depth, and proven delivery capacity to successfully undertake
design development and supervise proper execution of works on site.
1. Required Team Composition
The consulting firm shall provide, at minimum, the following key professionals:
1.Design Manager / Team Leader (Focal Point)
2.Architect
3.Structural / Civil Engineer
4.Estimator / Quantity Surveyor
5.Electrical Engineer
In addition to the above, firms may propose other relevant support personnel as required.

Minimum Eligibility Requirements for Key Personnel
All key personnel must possess a minimum university degree in their relevant discipline, strong professional track
records, and fluency in spoken and written English.
1) Design Manager / Team Leader
Minimum Bachelor's Degree / Diploma in Architecture or Civil Engineering
Minimum 5 years' experience in construction project management or management of at least 3 similar
projects
Strong coordination and reporting capability
2) Architect
Bachelor's Degree in Architecture from a recognized university
Minimum 5 years' experience in building design works

3) Structural / Civil Engineer
Bachelor's Degree in Civil or Structural Engineering
Minimum 5 years' experience in building works
4) Estimator / Quantity Surveyor
Bachelor's Degree in Quantity Surveying
Minimum 5 years' experience in building works, with particular strength in costing and project estimation
5) Electrical Engineer
Bachelor's Degree in Electrical Engineering
Minimum 5 years' experience in building electrical works

 Mandatory Submission Requirements
Interested firms must submit the following documents:
Corporate Documents
Valid Business License
Current Tax Clearance Certificate
Bank Financial Statements for the last five (5) years
Technical Submission
Company profile
List of similar projects designed / supervised
Client references with contact details
Detailed CVs of the five key personnel listed above
Copies of qualification certificates
Experience certificates
Signed letters of commitment / availability for each proposed key professional
4. Important Evaluation Note
For standardization purposes, only the qualifications and experience of the five key personnel listed above will be
formally evaluated.
Failure to submit qualification certificates, experience evidence, or letters of commitment for the proposed key
personnel may result in disqualification.
5. Submission Deadline
All submissions must be delivered in person to the Pharo Foundation Offices no later than:
Sunday, May 3rd at 10:00 AM sharp
Late submissions may not be considered.
