Organizational Setting
The Office of Emergencies and Resilience, OER is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist member countries to prepare for, and respond to emergencies. OER ensures humanitarian policy coordination and knowledge, liaison with the InterAgency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises.
The Global Network against Food Crises (GNAFC) initiative was launched in Istanbul at the WHS in May 2016 as the "Global Network for Food Insecurity, Risk Reduction and Food Crises Response" with the objective of enhancing the impact of future responses to food crises at the global level by regularly producing, in real time, joint reports based on key analyses. WFP and FAO, jointly with other Network's members intend to strengthen a decision support mechanism to inform food crises response and prevention at all levels. The Global Food Security Cluster (gFSC) under the EU funded partnership programme supporting the 'Global Network Against Food Crisis", will prompt coordination among stakeholders and promote joint planning and coordinated responses to food crises. In addition, this programme intends to improve capacities to learn from past crises as well as increase the level of transparency and availability of crucial analyses of global needs.
Reporting Lines
Selected applicants will work under the overall guidance of the FAO and WFP Global Coordinators (Food Security Cluster), the daily functional orientation from the Project Manager – GFSC GNAFC component 3, and in collaboration with the Food Security Cluster Specialist responsible for the revision of the FSC Coordinator Handbook and the Food Security, the communication specialist and Nutrition Specialist responsible for developing the Handbook of Humanitarian-Development and Peace (HDP) activities.
Technical Focus
The objective of the Food Security Cluster (FSC) is to ensure a timely, coherent and effective food security response by mobilizing stakeholders to respond in a strategic manner to a humanitarian crisis. The global Food Security Cluster team provides capacity-building opportunities such as trainings, e-learning platforms, manuals etc. to FSC teams to enhance their ability to perform coordination related tasks in the field.
In line with this role, the gFSC has been tasked to implement the Intermediate Outcome of the Global Network Against Food Crisis (GNAFC) Partnership Programme. This component of the initiative aims at improving coordination between humanitarian, development and peace interventions to tackle root causes of food insecurity related to humanitarian emergency and protracted crisis.
The FSC Coordinator Handbook is one of the key documents aimed at supporting cluster coordinators’ performance in the field and increase their knowledge of main coordination structures, policies, and trends. The Handbook and the accompanying online toolkit will be designed to be easy-to-use for quick reference in coordination emergencies.
The Handbook of HDP activities is another global product of the gFSC under the Intermediate Outcome 9 of the GNAFC initiative. It aims at providing a taxonomy of existing activities to address food security challenges in humanitarian, development and peace contexts.
Tasks and responsibilities
Provide all technical support required with a FSC Coordinator Handbook including the PDF design, the development of online handbook version of the two documents, the online toolkit and design and layout of associated PDF documents.
This will include:
• Develop PDF layout of Handbook adhering to FSC style guide. The Handbook is expected to consist of 10 chapters and preamble (approximately 220 pages) with diagrams, graphs and numerous annexes, which also may require layouts.
• Develop a PDF layout of the Handbook of HDP activities, which consists of 14 activity areas with approximately 120 pages. Each activity area contains a set of activities.
• Develop an interactive online toolkit of the handbook of HDP activities that enhances navigation and readability of the current document.
• Develop custom website (incl. sections, annexes, diagrams, graphs, search function etc.) for the online version of the Handbook.
• Develop custom website for the online toolkit associated with the Handbook. This toolkit is envisaged as a separate easy-to-navigate online repository for all key tools, guidance notes, SOPs, reference documents etc. It is expected that this will be aligned with the handbook chapter focus whilst also including a specific Humanitarian Programme Cycle section with relevant tools, products, reference documents. The online toolkit may also require integration into the main FSC website.
• Support with layout and design of any other documents associated with the handbook.
• Support with layout and design of documents (PPT format and others) for the revision of relevant parts of the existing E-Learning Modules to be in line with the new Handbook.
• Any other tasks as requested.

Skills and qualifications
• University degree in web development, web design, graphic design or related field, technical studies with relevant work experience may be accepted in lieu of the university degree.
• Minimum 3 years of professional experience in web design/development and graphic design.
• Working knowledge of English and limited knowledge of (French, Spanish, Arabic, Chinese, Russian). Working knowledge of English required for PSA.SBS.

Technical/Functional Skills
WEB DESIGN/DEVELOPMENT
• Significant experience designing and developing visually appealing and user friendly web sites, landing pages and mini sites
• Significant experience in designing engaging and responsive websites
• Familiarity and relevant experience in using different Content Management Systems (CMS), particularly Drupal;
• Significant experience in programming custom HTML and Drupal websites
• Broad knowledge of current web development technologies and design tools
• Significant knowledge of recent trends in graphic and web design
• Ability to optimizing site and conducting website testing
• Excellent visual design skills with sensitivity to user-system interaction
• Proven working experience in web programming
• Prior experience with designing websites with a solid portfolio
• Excellent web programming, coding skills and in-depth knowledge of modern HTML/CSS, Java, PHP
• Solid understanding of UI and UX
• Front-end and back-end development experience.
• Experience as a web designer / graphic designer within the humanitarian field is an advantage
• The candidate is expected to have the equipment and tools required to perform all highlighted tasks.
GRAPHIC DESIGN:
• Demonstrable graphic design skills with a strong portfolio
• Excellent graphics creation skills with Photoshop, Illustrator, (Adobe Creative Suite)
• Knowledge of the Adobe Creative Suite softwares, particularly InDesign
• Demonstrated ability to create visually appealing designs
• Proven experience designing large reports/manuals
• Proven ability to accomplish work by gathering information and materials.
• Knowledge of best practices in the design of layouts
• Proficiency in graphic design software, and other visual design tools.
• Proven ability to review text, graphics, or other materials created by writers and designers
• Proven ability to position text, images and art elements in a visually appealing way in order to design print or web pages, using knowledge of type styles and size and layout patterns.
• Proven ability to illustrate concept by designing rough layout of art and copy relating to arrangement, size, type size and font style, and related aesthetic concepts.
• Demonstrated record of obtaining approval of concepts by submitting rough layouts for approval.
• Demonstrated ability to prepare final layout print-ready files.
• Proven knowledge of typography, spatial orientation, the handling and manipulation of images, icon design, and basic design elements.
