Job description
Organizational Setting
The Regional Office for Europe and Central Asia (REU) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. REU also advises on the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region
Reporting Lines
The incumbent will work under the overall responsibility of the FAO Representative in Albania, the direct supervision of the Lead Technical Officer in the FAO Regional Office, and in close collaboration and consultation with the Technical Officer in the HQ Rome.
Technical Focus
Rural areas of Albania offer limited employment possibilities outside of agriculture and therefore the number of people involved in non-agriculture activities is limited, which confirms the lack of economic diversity in these regions.
However, there are examples of vibrant and promising business development in rural Albania in processing and agro-tourism. It is important to support youth and entrepreneurship in agribusiness and agro-processing.
In this regard, FAO is launching a short 4 day pilot training programme with the AUT and MARD to facilitate this process. The International Digital Agriculture Entrepreneurship Specialist is to provide a 1-day training dedicated to Digital Agriculture Entrepreneurship on the 15th of March.
Tasks and responsibilities
Design a comprehensive set of training modules inclusive of :
o Module 1: Agriculture in digital era: key elements for understanding and examples of D4Ag use cases
o Module 2: Design and Pilot digital agriculture project successfully, illustrated with case studies
o Module 3: Emerging trends: what opportunities for digital entrepreneurship in agriculture
o Provide implementation of digital solutions to overcome barriers in agribusiness development
o Demonstrate capacity to use effectively technology for successful agribusiness
o Provide participants with the knowledge and skills to help them start their own profitable agriculture business with the help of digital tools.
Skills and qualifications
Minimum Requirements
• University degree (Bachelor degree or equivalent) in agriculture or in a related discipline;
• Five years of working experience during which digital skills were applied in the field of agriculture or agri-business;
• For Consultant, working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian. For PSA subscribers working level of English;
