Background
Taakulo Somali Community commonly known by the acronym “TASCO” is a multifaceted non-governmental, non-profit making, non-political and nonpartisan development, and humanitarian aid organization established in 2007 and headquartered in Hargeisa, Somaliland, and has regional offices throughout Somaliland, Somalia, and the Somali region of Ethiopia. Taakulo is a Somali word denoting “helping/aiding”.
TAAKULO is dedicated to assisting disadvantaged people and communities throughout Somalia and Somaliland by engaging in the development and related activities and providing emergency relief assistance, resilience building, facilitating, and promoting local community engagement and programs that emphasize self-reliance with dignity. Taakulo works with civil society organizations and groups to foster and maintain peace, conflict resolution, and promotion of inclusivity in all activities.
Job Description.
The Peacebuilding Officer will be responsible for the design, implementation, and monitoring of the Taakulo peacebuilding interventions in South West State currently implemented in Baidoa, Berdale, Barawa and Xudur. The project officer under the supervision of the Project Manager, will also be responsible for managing the day-to-day relationships and coordination with consortium partners, supporting the implementing of peacebuilding initiatives, and providing capacity-building trainings to the partner Women-led CSOs. He/She will closely work with the Women-led CSOs, the local administration and community leaders in order to implement public awareness campaigns and promote women involvement in the peace building process at grassroot level which is the core component of the peace building project.
Key Responsibilities:
· Provide technical support and guidance to the women-led CSOs in the design and implementation of the peace building initiative particularly during the peace building campaigns, monitor project activities, assess progress and identify challenges while proposing appropriate solutions.
· Attend meetings to discuss program reporting and compliance progress as well as provide updates on spending plans, workplans and reporting timelines.
- Support the development and implementation of the project monitoring and evaluation framework, ensuring data collection analysis and reporting. Work closely with the Taakulo and ACTED MEAL Officer to ensure all activities are implemented according to plan and that learning is captured and disseminated across all partner CSOs.
· Promote gender equality and social acceptability by insuring meaningful participation of women and marginalized groups in the project activities.
· Manage relationships with local stakeholders in the target communities and lead community engagement activities.
· With the support of the project manager prepare regular progress reports, such as narrative reports in line with donor requirements and guidelines.
- Perform any other duties as assigned by the Peacebuilding project Manager.
Skills and qualifications
· Bachelor’s degree or equivalent in Community development, Peace and security Management, political science, sociology, or any other field related to international/human development.
· A minimum of four years of experience in humanitarian development and peacebuilding preferably in a fragile context.
· Professional experience of working in Somalia at the community, village, and district levels, with a clear understanding of traditional forms of social organization and systems of local governance, as well as official systems of local administration.
· Competence in the English language, particularly in writing and be fluent in both local Somalis language in region where the peace building project is being implemented.
· Strong communication skills, with the ability to communicate detailed concepts clearly and concisely both in writing and verbally.
· Demonstrated experience and expertise in undertaking peace building program for reputable organizations.
- Demonstrated ability to engage and partner with communities, civil society organizations, government representatives, donors and other stakeholders.
- Experience with gender and conflict sensitive programming and implementation.
Required Competence.
· In-depth understanding of peace building methodologies, conflict identification, conflict analysis, conflict mapping and conflict resolution techniques.
· Proficiency in designing and implementing monitoring and evaluation frameworks, including data collection evaluation and analysis.
- Strong communication skills with diverse groups of stakeholders with different levels of seniority and ability to develop and maintain relationships and key partnerships.
· Ability to develop work plan set timeline and track progress.
