Position Title : Project Officer
Duty Station : Djibouti, Djibouti
Classification : Professional Staff, Grade P2
Type of Appointment : Special short-term graded, six months with possibility of extension

Context:
Migratory movements from the Horn of Africa along the Eastern Route to Yemen has been
traditionally one of the world’s busiest routes, with numbers steadily rising over the last decade.
Djibouti’s strategic location on the banks of the Red Sea and the Gulf of Aden makes it host to
some of the largest migration flows on the African continent. In particular, Djibouti is at the
center of complex, bi-directional migratory flows on the Eastern Route, used mostly by Ethiopian
nationals wishing to reach the Gulf States.
Under the overall supervision of the Chief of Mission (COM) and direct supervision of Head of
Program, the incumbent will be responsible for providing support and assistance for the
implementation of the program “Shelter and NFI support for migrants in Djibouti” funded by the
King Salman Humanitarian Aid & Relief Centre (KSR), with a specific focus on various phases

including project implementation, coordination, monitoring, reporting, project development, and
resource mobilization.
Planned interventions will directly contribute to the overall goal of the Regional Migrant
Response Plan (MRP) for the Horn of Africa (Ethiopia, Somalia and Djibouti) and Yemen
(2021-2024) which seeks to ensure coordination and partnership enable more efficient use of
scarce resources and effective responses to address humanitarian and protection needs, risks
and vulnerabilities of migrants, and contribute to community stabilization and resilience in the
Horn of African and Yemen.
Core Functions / Responsibilities:
1. Under the supervision of the COM, assist in the management and the overall implementation
of the King Salman Humanitarian Aid & Relief programme in Djibouti in a timely manner, and
support its financial, administrative and technical implementation in compliance with IOM
policies and standards, as well as donor requirements
2. Support the development of workplans and ensure timely implementation, monitor project
progress, identify and document significant project events, decisions, deviations or problems
and recommend appropriate action to expedite the delivery of inputs according to the work plan.
3. Support coordination with MRP partners in close coordination with RO Nairobi and as per the
requirements established by the MRP.
4. Support strong partnerships with key government stakeholders, UN agencies, civil society
organizations and private sector entities.
5. Draft portions of required progress, donor and other project reports in coordination with RO
Nairobi and in alignment with KSA requirements and facilitate proper information exchange on
all operational aspects of the KSR program and in support of MRP information coordination and
reporting efforts.
6. Support the communication and visibility plans of the KSR program and MRP strategy.
7. Contribute to the development of new proposals in the area of migration management, with a
focus on activities related to migrant protection and assistance, by selecting and summarizing
background information, assessing needs and the local context for the planning, development
and administration of individual projects, and draft segments of project proposals in accordance
with IOM institutional guidelines, standards and best practices.
8. Work closely and collaboratively with internal and external colleagues, stakeholders and
partners to discuss operational and implementation issues, identify solutions and support
recommendations, either directly or indirectly.
9. Attend and participate in Steering Committee and other meetings, relevant seminars and
other events aimed at developing new projects and programmes and promoting IOM's image
and activities.
10. Undertake duty travel relating to project assessment, project implementation, monitoring,
and liaison with counterparts, and provide information and technical guidance with respect to
project management and internal procedures.
11. Perform such other duties as may be assigned.

Skills and qualifications

Education
• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies,
International Relations, Law or a related field from an accredited academic institution with two
years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience and in-depth knowledge in the field of migration issues, including operational and
field experience, IOM project development, and management;
• Experience in project development and/or management, with a preferred focus on protection
and assistance;
• Experience in liaising with national and international institutions and donors and knowledge of
UN and bilateral donor programming (preferably EU);
• Proven experience in monitoring and evaluation, preferably monitoring of multi country
programmes/project.
Skills
• Knowledge of IOM financial rules and regulations is an advantage;
• Excellent writing and communication skills and the ability to maintain effective working
relationships with project partners;
• Ability to interpret information and identify and analyse problems;
• Excellent report writing skills and level of computer literacy;
• Knowledge on East and Horn of Africa is an advantage.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (French,
Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English and French is required (oral and written). Working
knowledge of Arabic is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
