Background

The Ethiopian Red Cross Society (ERCS) was established on 8th of July 1935 and is a pioneer humanitarian organization that provides emergency and development services to the people of Ethiopia who are vulnerable to and affected by manmade or natural disasters without discriminating against their race, color, nationality, sex, religion, or political outlook. In the same year, ERCS was recognized by the International Committee of Red Cross (ICRC) and admitted as the 48th member of the International Federation of Red Cross and Red Crescent. Its vision is to be a strong, self-reliant and the most efficient humanitarian organization in Ethiopia in reaching the most vulnerable. Our mission is to prevent and alleviate human suffering and to contribute to the wellbeing of mankind and prevalence of peace. Since its establishment, the National Society has been actively engaged in lifesaving and community resilience building activities across major areas including food security and disaster preparedness/response, health and health related initiatives and the promotion of humanitarian values. Following the recurrent drought, Increased chronic food insecurity and increased natural and manmade disasters ERCS is regularly trying to strengthen its capacity to address the above issues. Thus, ERCS is inviting applications from internal/external qualified staffs that can fulfill the requirements of the post to fill the following vacancy that exist at Jigjiga, Somali Region of Ethiopia.

Job Summary

Under the supervision of the Regional Branch Head, the public private partnership division manager provides overall leadership and strategic direction for optimizing the branch's overall resource mobilization program and fostering local partnership with public & private partners. The position holder is responsible for designing, implementing, and monitoring integrated strategies that strengthen local resource mobilization and generation; designing and managing successful fundraising campaigns; developing, diversifying and expanding profitable IGA schemes, managing income generating activities such as multi- purpose buildings/shops, pharmacy outlets, farm lands and other IGA schemes, strengthening support and subsidy from local government authorities and mobilizing corporate social responsibility support and funds from local corporate companies, expand the Society's membership base, and ensure sustainable funding for humanitarian programs and community services. The Division Manager plays a key role in aligning the branch's initiatives with the national ERCS Resource Development, Mobilization and Utilization Policy, Strategy, and guidelines and ensuring that activities contribute effectively to the Society's mission, values, and long-term sustainability.

Specific Duties and Responsibilities

  1. Prepare and implement the annual resource mobilization and income generation, local partnerships, and membership growth targets of the branch and oversee the development of operational plans and budgets to achieve them.
  2. Set realistic yet ambitious financial targets and monitor progress toward achieving them.
  3. Lead the implementation of a comprehensive Resource Development, Mobilization and Utilization the Strategy of the branch, aligned with ERCS's national priorities and humanitarian objectives.
  4. Maintain transparent financial tracking and reporting systems for all fundraising, income from IGA’s, Government subsidy and support, membership fee and other incomes.
  5. Prepare regular analytical reports and dashboards on income performance, donor engagement, and membership growth for submission to the Branch Head and HQ.
  6. Ensure the resource mobilization efforts of the branch aligned with the Resource development, mobilization and utilization policy, strategy, Sops and guidelines of the NS.
  7. Support the branch's financial sustainability efforts through prudent resource allocation and revenue diversification.
  8. Monitor periodic performances of the sub programs of fundraising, membership drive, government subsidy and support and income from IGAs.
  9. Ensure accurate data collection, analysis, and reporting through integrated resource mobilization and membership information systems.
  10. Identify, initiate, and maintain strong relationships with potential donors, local private partners, government institutions, and community stakeholders.
  11. Plan and implement strategy to enhance development of physical assets through local public and private partners
  12. Plan and implement strategy to strengthen the relationship and support from local authorities to enhance the annual government subsidy and support;
  13. Strengthen collaboration with private sector actors, NGOs, and community organizations to promote local partnership.
  14. Work with local communities and partners to promote the humanitarian principles and values of the Red Cross Movement.
  15. Ensure compliance with ERCS policies, donor requirements, and humanitarian principles in all partnership and fundraising engagements.
  16. Develop and manage high-level fundraising initiatives, sponsorships, and CSR funding that contribute to local and national objectives.
  17. Prepare and present persuasive proposals, ToR and funding agreements in collaboration with relevant technical units in HQ.
  18. Design, Coordinate and implement branch-level fundraising campaigns, events, and public engagement activities to enhance ERCS visibility and attract support.
  19. Design and implement strategies to recruit, retain, and engage individual and institutional members in line with ERCS's membership policy.
  20. Establish a reliable and up-to-date membership database and ensure timely reporting to HQ.
  21. Plan and organize membership recognition and appreciation events to strengthen member loyalty and satisfaction.
  22. Plan and implement innovative strategy that support enhancing expansions of existing IGAs of the branch;
  23. Develop proposals, feasibility study/cost benefit analysis and business plan documents required for deciding to expand or diversify IGA units.
  24. In collaboration with other work unit, conduct market assessment, the periodic revision of rates of income of leased IGAs, check the required procedure and records of leased IGAs are maintained, recorded and reported to HQ.
  25. Oversee the performance and operation of the pharmacies or drug outlets found within the branch;
  26. Supervise, mentor, and evaluate staff within the Public private partnership management Division.
  27. In collaboration with the relevant work unit at HQ, build staff capacity in key areas such as proposal development, donor relations, fundraising management, and membership promotion.
  28. Foster a culture of teamwork, innovation, accountability, and continuous learning within the division.
  29. Facilitate coordination between the division and other branch work units to ensure integrated implementation of activities.
  30. Prepare and submit regular and ad hoc reports to the Branch Head and the Business development and resource mobilization department at HQ.
  31. Perform other related duties as assigned by the Branch Head or higher management.

Skills and qualifications

Second/First Degree in Business Administration, Marketing, International Development, Public Administration, Economics, fundraising management, development studies or related fields and 8/10 years' relevant work experience and out of this 4/6 years in a managerial position.
