Project Officer
Social Accountability Project
Position: Project Officer
Contract type: Limited contract
Location: based in Jowhar
Report to: Senior Project Officer/Program Manager
Somali Peace Line (SPL) was founded in October 1995, following the Second European International Congress of Somali Studies on Culture of Peace for Somalia held in Paris, France, 25-27 October 1995. SPL is a non-profit making and non-governmental organization. Its principles are based on the recommendations of the Paris Conference and other conferences held in and outside Somalia. SPL has adopted unwavering impartiality in all its activities on peace building in Somalia. With the funds of European Union, SPL is implementing a project that is intended to enhance the knowledge and awareness of the CSOs, facilitate meaningful access, and promote their influence in policy dialogue at state levels in Jowhar, HirShabelle and Baidoa in Southwest. The Action will introduce social accountability mechanisms to communities and local government officials (state and district), help them engage in an accountability audit of public services and develop action plans for the betterment of these services.
SPL is currently looking for a Somali candidate for the position of Project Officer to implement the Social Accountability Project.
Job Purpose
The Project Officer will work with the Senior Program Officer/Program Manager of the Social Accountability Project” to manage, facilitate and implement the project activities to its objectives.
Key expected results and responsibilities:
Through implementing activities below:
- Directly implement the project activities, reporting, technical monitoring, build capacity
and oversight of local partners, work plans, and budgeting of the project.
- Work in a team with the Project Manager in project implementation.
- Participate in capacity building related to social accountability and related topics to
beneficiaries.
- Prepare and facilitate project kick-off workshops, orientation committee meetings,
training, and annual workshops for learning and reflection on progress towards its
objectives.
- Organize and facilitate regular quarterly meetings with the team, financial monitoring,
compliance, coaching, and learning with beneficiaries and stakeholders.
- Conduct regular project activities and reporting, and also work with to Senior Program
Officer and Project Manager to report to donors.
- Develop a report to donors under the supervision of the Project Manager.
- Support beneficiaries to meet and discuss their issues/needs and demand for better performance of local authorities and service providers.
- Conduct advocacy activities to achieve project objectives!
- Promote the inclusion of people with all different kinds of disabilities, of all genders and
age groups, in line with the project and project objectives, in all project activities.
- Raise awareness of barriers for (potential) project participants with disabilities and
propose accessibility solutions, so people with all kinds of disabilities can participate in
project activities.
- And other activities contribute to achieving the project's goal and the organization's
mission.
Skills and qualifications
- Bachelor's degree (or higher) in management, public administration, law, or development.
- At least three years of experience in positions of similar projects in areas related to social
accountability, local governance, and capacity development.
- Strong understanding of human rights, rights-based approach, understanding of how
discrimination based on gender, disability, and belonging to other minority groups
reinforce one another.
- Great understanding of financial management and procurement principles and
procedures; as well as project management responsibilities.
- Possession of strong verbal and written communication with internal and external
stakeholders.
- Must have very good interpersonal skills and a proven ability to work well in a team;
proficiency in the use of software packages, computerized systems, Microsoft Office
including the Internet, E-mail, and others.
- Able to travel and undertake activities in provinces.
- Ability to work independently, initiative, and work in a team.
- A demonstrated ability to implement multiple tasks effectively with strong results
orientation
- A demonstrated a strong passion for the SPL’s vision, mission, and goal.
