The overall objective of the ALIGHT in Somalia program is to prevent death and alleviate human suffering among affected internally displaced persons (IDPs) in settlements and host communities where we work.

Our Somalia Program has established comprehensive offices in Mogadishu, Kismayo, Dhobley, Hargeisa, and Laas Anood, along with our regional office in Nairobi, Kenya. Alight works closely with national and regional authorities, as well as various Somalia-based international and local organizations, to coordinate and deliver lifesaving humanitarian assistance to those in need.

 

Position Summary

 

The Women Empowerment Officer will be based in Kismayo and support day-to-day implementation of the Rajo Kaaba project covering Lower Juba and Gedo regions of Jubbaland. Reporting to the Education Manager, and will be expected to work with local communities, partner INGOs, IDPs, schools and line ministries to ensure the delivery of a high-quality project. His/her primary responsibilities will include project planning and implementation, project monitoring and reporting. Besides, the Women Empowerment Officer will lead initiatives that promote gender equality, enhance women’s access to education, and strengthen their economic participation through skills development. This role involves designing, implementing, and monitoring programs that empower women to achieve sustainable livelihoods and leadership roles in their communities.

 

Responsibilities:

 

Program Implementation

·         Program Development: Design and implement training modules on vocational skills, entrepreneurship, and leadership tailored to women’s needs.

·         Education Access: Facilitate literacy, digital skills, and continuing education opportunities for women and girls.

·         Community Engagement: Mobilize communities to support women’s participation in education and economic activities.

·         Capacity Building: Organize workshops, mentorship programs, and peer learning sessions.

·         Advocacy: Promote awareness of women’s rights, gender equality, and inclusion at local and regional levels.

·         Work closely with the MoE to organize training/coaching for facilitators and adolescents using appropriate modules as well as seed funding for TVET graduates and linkages for groups with microfinance institutions, cooperates and private sectors for employment.

·         Work closely with local communities to mobilize and identify eligible women for NFE & TVET to enable out of school children and youth to attend NFE & TVET,

·         Work closely with MoE to identify NFE centres, conduct needs assessment for NFE centres, infrastructure improvement and conduct enrolment dives to enroll out of school adolescent girls and youth.

·         Support the recruitment of NFE instructors and the training of NFE instructors.

·         Support in the review and development of the life skills training modules and identification and registration of the NFE centres

·         Conduct enrolment drives and awareness campaigns for out of schoolgirls and youth by existing CEC in the identified centres.

·         Support the development of training package for teachers on improved methodologies to teach literacy, numeracy & foundational skills.

·         Work with partners in the selection of mentors, training of mentors, establishment of leadership Forums, and selection and training of Peer Mentors.

·         Provision of seed grants and start-up kits to TVET graduates.

·         Review and development of quality assurance policies that are gender responsive in partnership with the relevant MoE departments.

 

Project Monitoring (20%)

·         Track project outcomes, prepare reports, and recommend improvements.

·         Participate in the development of a monitoring and evaluation frameworks/ plans for the Rajo Kaaba

project based on indicators in the log-frame for effective qualitative and quantitative data collection.

·         Conduct monitoring visits to all the supported NFE & TVET centres who are beneficiary of the project.

·         Monitoring visits will be conducted on a quarterly basis in all supported locations.

·         Conduct regular visits to the NFE & TVET centres to collect data on enrollment and attendance in the

respective centres.

·         Conduct pre and post training evaluations for trainings that are being implemented in order to establish.

achievement of training objectives

·         Support the quarterly joint monitoring of the activities will be carried out in all the locations.

 

Reporting (20%)

·         Prepare activity reports on each activity implemented and submit timely report to the Manager.

·         Prepare, document and compile into a monthly progress report on project activities. 

·         Compile project implementation data from assigned area on a monthly basis and submit it to the

Manager and the M&E Officer.

·         Document case studies and success stories in the course of your work with the project.

 

Project Staff Management

·         Day to day supervision of community mobilizers under him/her including mentoring, coaching and appraisals.

·         Ensure punctuality and strict adherence to ALIGHT laid down work ethics.

·         Initial and in-service trainings of project activities to the program team and beneficiaries.

·         Mid-term and end of year staff appraisal

 

 

Skills and qualifications

 

Minimum Qualification and Experience

 

·         Bachelor’s degree in social sciences, Gender Studies, Education, Development Studies, or related field.

·         Minimum 3–5 years of experience in women empowerment, education, or community development projects.

·         Strong knowledge of gender equality frameworks and women’s rights.

·         Excellent facilitation, communication, and project management skills.

·         Ability to work with diverse communities and stakeholders.

·         Proficiency in monitoring and evaluation tools.
