TERMS OF REFERENCE

OVERVIEW
Title and brief description of the assignment: Call for expressions of interest: Research on the impact of climate change on the Bajuni Island population in Jubaland, Somalia
Assignment location: Jubaland, Somalia
Contract start date: 15th July, 2025 (tentatively)
How to apply
Interested candidates are invited to submit with the following documents:
1) A technical proposal with a detailed response to the TOR, with a specific focus on the scope of work, methodology, and timelines.
2) Initial work plan and an indication of availability.
3) A financial proposal detailing the daily rate expected including accommodation, transportation, stationery, taxes arising from the consultancy service (6% tax for National consultant and 12 % tax for international consultants), and all other costs related to this assignment. (Operational and consultancy fees).
4) Curriculum Vitae(s) (CV) of the proposed consultant(s), proving relevant experience and/or qualifications. If multiple people are involved, an outline of roles/ responsibilities also needs to be included.
5) Evidence of conducting previous similar work by providing minimum two signed contracts / purchase orders (preferably from UN agencies and INGOs).
6) Two relevant references (minimum) for previous comparable assignments.
7) Proof of registration: The bidders also must include a copy of their registration at the relevant authority.

1. PURPOSE OF THIS CONSULTANCY

Increasing climate variations contribute to the erosion of pastoral livelihoods driven by deteriorated pasture areas, limited productive resources and adapting capacities. The loss of livestock leads to recurrent humanitarian crises, including food insecurity and limited access to essential services. These challenges have resulted in large-scale displacement, as families move in search of water and viable grazing areas.
The impact of climate change is not uniform; different communities and demographic groups experience its effects in unique ways. In particular, women and men face different vulnerabilities and have distinct experiences, knowledge, and attitudes towards climate change, largely due to entrenched traditional gender roles and power imbalance. Understanding these gendered and community dynamics, alongside the broader environmental and socio-economic impacts of climate change, is essential to developing effective and inclusive adaptation strategies for the Bajuni Island population.
Considering this context, we are seeking an expression of interest from an experienced consultant / consultancy firm to conduct a comprehensive study on the impact of climate change on the Bajuni Island population and communities in Jubaland, Somalia. The study aims to assess the socio-economic, environmental, and health impacts of climate change on the Bajuni Island population, with a specific focus on minority groups. The findings will inform the development of strategies tackling climate change impacts on these vulnerable communities, while strengthening their central role in decision-making on proposed strategies.
2. SCOPE OF WORK
We are seeking an expression of interest from experienced individuals or consultant firms to conduct a comprehensive study on the impact of climate change on the Bajuni Island population and communities in Jubaland, Somalia, including recommendations for addressing these negative impacts in an inclusive manner.
3. EXPECTED OUTPUTS Overall objective
The objective of the assignment of approximately 30-day work is to produce a study in English of up to 50 pages, including annexes with the following specific outputs.
Specific outputs
1) An executive summary.
2) Overall analysis of the climate change impact on Bajuni communities, highlighting socio-economic, environmental, governance and health challenges.
3) Clear description of the specific impacts of climate change on key target groups, particularly youth, children, people with disabilities, minorities and elderly, specifying gender dimensions of the impacts in each of these groups.
4) Assessment of the extent of the role played by Bajuni communities in governance and decision making and their participation in addressing climate change, including policy making and actions, highlighting barriers to participation and opportunities for better inclusion in decision-making processes for particular groups.
5) Recommendations on how to address climate change and identified inequalities with a strong emphasis on participation of identified vulnerable groups in decision making.
6) A specific section on opportunities for Bajuni communities to connect, build alliances, and reinforce their involvement in climate justice.
7) Validation of findings and recommended strategies by the target groups and key stakeholders - including policy makers and donors.
4. METHODOLOGY
- Desk research (specific literature and secondary sources to be reviewed will be agreed with Oxfam).
- Key informant interviews (a list of interviewees and a tool’s content to be agreed with Oxfam).
- Focus group discussions (a tool’s design to be agreed with Oxfam).

Skills and qualifications
1. PROFILE REQUIREMENTS
The company/ individual(s) should have the following competencies:
Essential
· Master’s degree in environmental science, climate change adaptation, international cooperation, social sciences etc.in or relevant disciplines.
· Extensive experience in social research includes designing and conducting formal and academic research, data collection (including through key informant interviews and focus groups) and analysis.
· Familiarity with the socio-political landscape in Somalia, particularly in coastal and island communities.
· Excellent report writing skills.
· In-depth understanding of gender issues in addressing climate change and climate justice in the context of Somalia.
· High proficiency in English (verbal, professional writing skills).
